Minimum Qualifications

Six years of experience in planning developing delivering or evaluating training programs or academic instruction; human resources or social services; OR

Six years of full-time experience in any field plus three years of experience in planning developing delivering or evaluating training programs or academic instruction; human resources or social services; OR

A bachelors degree plus three years of experience in planning developing delivering or evaluating training programs or academic instruction; human resources or social services; OR

An advanced degree in education instructional design business or public administration industrial and organizational psychology organizational behavior or human resources plus two years of experience in planning developing delivering or evaluating training programs or academic instruction; human resources or social services.

EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) Professional in Human Resources (PHR) or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:
  • Oversee the planning development and execution of training programs for OJJ staff across all levels and facilities

  • Conduct training needs assessments and align learning strategies with agency goals

  • Supervise training staff and manage statewide training schedules and logistics

  • Develop curriculum and materials for onboarding compliance leadership development and specialized programs

  • Monitor training effectiveness and implement continuous improvement strategies

  • Ensure compliance with state regulations accreditation standards and agency policies

  • Collaborate with internal departments and external partners to support professional development initiatives

  • Manage training budgets contracts and reporting requirements
