Summary
This position is accountable for subcontracting (defined as turnkey labor and materials)
international procurement as well as purchase of domestic materials that are considered high
spend. Procurement must be consistent with quality job specifications and drawings and
adherent to project schedules. This position is responsible to reduce the cost of materials
through source selection and negotiation. All business affairs are to be conducted in an ethical
courteous and professional manner.
Essential Duties and Responsibilities (other duties may be assigned)
Prepares Requests for Quotation for Materials and Subcontracts.
Reviews and analyzes quotations received in reply to RFQs.
Negotiates pricing and prepares for review by Director of Materials prior to award.
Creates issues and performs Purchase Order maintenance using the USJ business information
system.
Reviews Purchase Order acknowledgements for contract formation issues and if any
addresses them appropriately.
Resolve discrepancies between suppliers and USJ including quality (yard concerns) and
invoicing issues.
Operate within the program budget for subcontract work and assigned purchase product lines.
Supports USJ New Work Proposal efforts by obtaining potential project specific pricing for
subcontract work and assigned purchase product lines. Maintains pricing information in the
departments quote file.
Supervisory Responsibilities
This position has limited supervisory responsibilities primarily in absence of Director of
Materials.

Qualifications

Education and/or Experience
1. Bachelors degree (BS) in a business curriculum preferred and five (5) years experience in
marine joiner work procurement or ten (10 years) experience in procurement.
Knowledge Skills and Abilities
1. Knowledge of applicable laws and regulations.
2. Knowledge of purchasing and contract formation and administration practices.
3. Product knowledge of marine joiner materials.
4. Knowledge of domestic and international sourcing foreign currency trends and US Customs
and importation practices.
5. Effective communication skills with a wide range of personalities both internal and external to
the organization.
6. Effective negotiating skills
7. Ability to gather and analyze data and make competent decisions.
8. Proficiency in Microsoft Office Products (Word Excel and Outlook) and Sage MAS500
business information system.
