Job Description

The City of Johnson City Tennessee is currently accepting online applications for a Code Enforcement Supervisor with the Facilities Management department. The Code Enforcement Supervisor performs responsible technical inspectional field and office work involving the enforcement of municipal ordinances codes and regulations; does related work as required. The work in this class involves responsibility for the enforcement of municipal public health ordinances codes and regulations. A technical and administrative superior determines general programs and policies and specific decisions are made in accordance with applicable ordinances codes and regulations. Work is subject to supervision by the Chief Building Official.

Essential Functions of Position:

  • supervises Code Enforcement Officers;
  • responsible for the Employee Performance Reviews Code Enforcement Officers;
  • investigates inquiries regarding Code Enforcement cases;
  • enforces the Citys sign ordinance;
  • conducts substandard housing inspections and code enforcement;
  • enforces local ordinances involving overgrown lots trash junk abandoned vehicles dilapidated
  • property and other nuisances;
  • oversees demolition or rehabilitation of structures;
  • investigates calls regarding rodents mosquitoes dogs cats trash cans and other health nuisances;
  • investigates calls regarding dilapidated structures damaged structures and other safety issues;
  • responds to Police Fire and other local/State agencies regarding structural/safety crises;
  • inspects septic tanks and sewers for compliance with ordinances;
  • ascertains that property owners keep clean and acceptable garbage cans;
  • works closely with the Chief Building Official and other Building Inspectors;
  • works with TDOC TDEC and other State and local environmentalists;
  • works with local agencies to assist citizens with mental health and other community needs;
  • coordinates services with Citys Public Works Red Cross Health Department and other local services;
  • acts as prosecutor for Municipal Court appearances;
  • provides evidence to the Board of Dwelling Standards and Review on dilapidated & nuisance properties
  • serve court citations to individual property owners
  • post board orders and other legal documents on properties
  • case management
  • makes a variety of other health-related program inspections;
  • performs other duties as assigned by the Chief Building Official or Facilities Director.

Required Knowledge Skills and Abilities: Thorough knowledge of municipal ordinances codes and regulations applicable to public nuisances and sanitation; some knowledge of the modern principles techniques and practices of environmental sanitation; ability to enforce municipal ordinances codes and regulations tactfully firmly and impartially; ability to make technical inspections and to arrive at independent decisions based on such inspections; ability to make clear and concise reports and recommendations; ability to establish and maintain satisfactory relationships with operators of establishments inspected subordinates representatives of other agencies and the general public. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on a computer keyboard for data entry.

Acceptable Experience and Training: Graduation from high school or GED and completion of job-related college courses and some experience in public health codes and enforcement; or any equivalent combination of experience and training which provides the required knowledge skills and abilities. Must have a valid TN drivers license and be able to drive a class 1 truck. Supervisory experience is preferred. Level I certification in Zoning and Property Standards Inspector obtained no later than the first year of employment. Pre-employment physical drug screening and background check required.
