Background and Purpose of the Assignment
The World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.
The most vulnerable and food insecure people live in fragile resource-scarce and degraded environments in areas that are prone to climate disasters and exposed to frequent shocks. WFPs asset creation programmes address immediate food needs through cash voucher or food transfers while at the same time they build or rehabilitate productive household and community infrastructure as well as promote livelihood practices and agricultural techniques that will improve long-term food security and resilience.
Since 2013 asset creation programmes have helped millions of people each year across more than 60 countries to bring hundreds of thousands of hectares of degraded land back into productive use plant thousands of hectares of forests and build scores of wells ponds and feeder roads. Asset creation has also been instrumental in improving communities livelihoods through trainings for example on context-relevant income generation activities and agricultural practices curricula.
Water availability and quality affect all dimension of food security (access availability utilization and stability). Historically water has been a key entry point for WFPs asset creation interventions and a key entry point for resilience building activities in general (value chain development market access etc). Many asset creation activities have been focusing on increasing water availability and improving water quality for agricultural (crops and livestock) domestic and ecosystem purposes. A review of WFPs programmes globally showed that at least 33% of them included water interventions (ODI 2017). Unfortunately due to climate change environmental degradation population growth and inappropriate management practices pressure on water resources is increasing further compromising WFPs Zero Hunger objectives.
In this context WFPs Community Infrastructure Livelihoods and Regenerative Practices Team within the Climate and Resilience Service (PPGR) would be keen to onboard a Water Resource Management Volunteer to support the definition of its strategic and programmatic approaches to water resources globally provide technical support to the design and implementation of water management activities for food security across WFPs Regional Offices (ROs) and Country Offices (COs) and support the organizations partnership and advocacy efforts.
Accountabilities/Responsibilities
The Water Management Volunteer will report to the Ecosystems Community Infrastructure and Livelihoods focal point in the team. Besides collaborating with colleagues in the team and relevant focal points in ROs and COs the work of the Volunteer will include frequent interactions with other teams in PPGR such as the Smallholder Agriculture and Market Support team collaboration with the Asset Impact Monitoring from Space (AIMS) team as well as the Management Service Engineering Unit (MSDE).
The duties and responsibilities of the Volunteer will be threefold and focus on 1) consolidating WFPs strategic and programmatic approach to water resources management embedded in its food security mandate; 2) technical support and capacity strengthening for RBx and COs in designing and implementing water management interventions; and 3) strengthening the organizations partnerships and advocacy efforts in this particular the Advisor will:
Strategic and Programmatic approach
1. Support the definition of WFPs strategy in the field of water resources management globally solidly linked to its food security mandate and within the humanitarian/development/peace nexus.
2. Assess WFPs strengths and weaknesses in the design and implementation of water-related activities policies & circulars globally and regionally and develop context specific strategies.
Technical Support and Capacity Strengthening
3. Support ROs and COs in their efforts to plan design and implement water development and management activities at different scales both in rural and urban settings (including pastoralist or agro-pastoralist and costal area contexts) and on how to integrate such assets with other complementary activities from WFP or other stakeholders.
4. Support ROs and COs in close collaboration with MSDE in assessing planning and implementing sustainable surface and groundwater abstraction interventions in appropriate contexts.
5. Refine/Develop technical specs normative guidance lessons learned and technical reference material on water resource management as required.
6. Support the organizations efforts in understanding and responding to the challenges that climate change poses to water infrastructure both in terms of technical specs and household/community/government management.
7. Support the development and carry out relevant capacity building training online or in person and webinars on water-related interventions for ROs and COs staff as required.
8. Support ROs & COs in reviewing planning designing and implementation of medium/large-scale water /irrigation and flood protection project (e.g. earth dams micro-barrages water spreading weirs dikes )
9. Develop technical materials technical standards SOPs bid and supporting documents for large/medium scale water and flood protection projects and activities.
Partnerships and Analysis
10. Support the communication team in developing ad-hoc water related communication material talking points presentations etc...
11. Support the AIMS team in developing a combined climate and landscape analysis tools to measure the impacts of atmospheric shocks on WFP targeted areas of interventions.
Deliverables
Strategy document on WFPs engagement in the water sector developed.
Development of necessary programme guidance material for WFPs interventions requiring groundwater abstraction.
Remote support to ROs and COs as required.
Development of technical guidance as required.
Development of webinars and/or in-person trainings on strategic and programmatic issues related to water management.
Development of key advocacy material and talking points on WFPs engagement in the water sector at global and regional level.
Organization of WFPs participation at selected events.
Qualification and Experience Required
Education Undergraduate/postgraduate degree in a technical area related to water management (Engineering Agriculture Environmental Sciences etc...).
Experience Currently enrolled in a degree programme or graduated within the past 6 months.
Knowledge & Skills Strong analytical and writing abilities.
Strong interpersonal skills ability to work in a team and to communicate clearly and diplomatically with a wide range of stakeholders from diverse backgrounds.
Ability to plan and organize his/her work efficient in meeting commitments observing deadlines and achieving results.
Proficiency in Windows MS Office (Word Excel PowerPoint Outlook) as well as relevant water engineering and GIS tools.
Languages Proficiency in both oral and written English is a must (proficiency/level C). Intermediate knowledge (intermediate/level B) of another UN official language (Arabic Chinese French Russian and Spanish) is desirable.
