The Office of Employee and Business Services
This position is in the Office of Employee and Business Services (OEBS) which is responsible for providing continuous accurate and timely administrative services and operational support to the program areas within ODJFS. OEBS customers include all ODJFS employees clients service providers county agencies and the general public.
What Youll Do
In this pivotal role as the HR Bureau Chief you will oversee and coordinate critical HR functions and contribute to the strategic direction of our agency. Your leadership will be crucial in shaping our HR policies and ensuring the effective management of our Bureau of Human Resources.
Job Duties
HR Management: Plan and coordinate all HR functions including workforce administration talent management payroll and wellness management.
Strategic Direction: Collaborate with agency leadership and assist in the development and implementation of workforce planning.
Staff Supervision: Supervise assigned staff by assigning work and providing direction making recommendations for hire reviewing work and providing feedback establishing employee goals conducting performance evaluations monitoring and evaluating staff performance approving/disapproving requests for leave recommending disciplinary action conducting staff meetings and encouraging staff development.
Budget Management: Develop and manage program budgets ensuring fiscal resources are used effectively and efficiently. Monitor fiscal compliance including estimating revenues and expenditures and forecasting future needs.
Policy Development: Oversee the preparation and implementation of policies and procedures to guide program operations.
Compliance and Risk Management: Review and approve background checks for personnel ensuring compliance with state and federal standards.
Statewide Coordination: Act as a liaison between ODJFS and other state agencies HR-related matters and represent the Deputy Director at meetings and conferences ensuring alignment with broader agency and statewide initiatives.

Balancing Multiple Priorities: Managing a diverse range of programs and initiatives simultaneously.
Navigating Regulatory Changes: Keeping up with and ensuring HR compliance with evolving federal and state legislation laws and regulations.
Performance Monitoring: Continuously monitoring program performance and making necessary adjustments to improve outcomes.
Schedule:Full-time.
Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Travel: Occasional travel within the state of Ohio.

The ideal candidate at minimum must have the following:
Option 1:
Completion of graduate core program in human resources business or public administration and 30 mos. human resources management or administration which included 24 mos. supervisory and/or managerial principles and techniques.
OR
Option 2:
Completion of undergraduate core program in human resources business or public administration and 42 mos. human resources administration or management or human resources which included 24 mos. supervisory and/or managerial principles and techniques.
OR
Option 3:
12 mos. exp. as Human Capital Management Administrator 1 64616.
OR
Option 4:
24 mos. exp. as Human Capital Management Manager 64615.
OR
Option 5:
Equivalent of minimum class qualifications for employment noted above.

Pay Information
This position is in the State of Ohios E1 Pay Schedule Pay Range 16. Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $47.50per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
