Job Description

Summary:
Under the general direction of the Building Official the Chief Building Inspector is responsible for leading organizing supervising and coordinating the daily activities of the Building Inspection Division and Zoning inspectors. This position ensures the consistent and accurate enforcement of all adopted building codes ordinances and related regulations for residential commercial within the City of Leander. The Chief Building Inspector serves as a technical expert provides complex code interpretations resolves disputes and contributes significantly to departmental policy and operational efficiency.

Essential Duties & Required Qualifications

Essential Duties and Responsibilities

  • Completes performance evaluations and makes recommendations regarding hiring termination and discipline of employees.
  • Manages the daily inspection workload assigning work and monitoring the work performed.
  • Monitors input and satisfaction of the development and permit process from builders developers and public; recommends improvements to processes to enhance productivity and customer service.
  • May assist in budget development and administration for the inspection division.
  • Assists the Building Official in developing and implementing Division policies and procedures.
  • Assists the Fire Marshal in the investigation of fire related incidents and the evaluation of structures and their condition/safety.
  • Assist Code Enforcement Officers as needed.
  • Makes onsite inspections during all phases of construction to ensure building compliance with various codes including International Building Code National Electric Code Residential building gas plumbing mechanical energy and fire codes and verifies compliance with zoning and other ordinances.
  • Reviews residential and commercial plans and specifications for compliance with codes and city ordinances as part of the construction process.
  • Supervises direct reports including interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Supervises the Building and Zoning Inspectors answer Code related questions from the Inspectors.
  • Assists the Building Official with monthly reporting
  • Issues approves and assesses fees for general electrical plumbing and gas permits and licenses prior to construction.
  • Maintains computer records and reports concerning inspections licenses permits certificates etc.
  • Consults with engineers architects builders and contractors to discuss plans and compliance with various codes.
  • Prepares and writes departmental reports and correspondence.
  • Conducts required inspections during building condemnation procedures.
  • Answers questions in person and on telephone regarding building ordinance compliance and citizens complaints.
  • Provides customer service to other departments i.e. public works Engineering.
  • Performs on site license checks of plumbers electricians and others that are required to be licensed under city ordinance or State Plumbing License Law
  • Performs other duties as assigned.
  • Issues stop-work orders notices of violation and other enforcement directives as necessary coordinating with legal counsel when appropriate.
  • May assist in or oversee the review of complex construction plans specifications and documents for compliance with adopted codes prior to permit issuance.
  • Collaborates with the plan review division to ensure a smooth transition from plan approval to field inspection.
  • Reviews and approves inspection reports and documentation.
  • Provides excellent customer service proactively addressing concerns and facilitating compliance.
  • Other duties may be assigned.

Required Education and Experience
  • High school degree or its equivalent
  • A minimum of five years work experience in building and permitting inspection.
  • A minimum of three years in a supervisory role.
Required Certificates and Licenses
  • A valid Texas Drivers License Class C with an acceptable driving record or ability to obtain a Texas drivers license within 90 days of hire. (Approximately 50% driving time in a company vehicle.)
  • Licensed as a Plumbing Inspector by the State Board of Plumbing Examiners.
  • Certified in International Code Council as a Combination Inspector or Certified Building Official

Preferred Qualifications
  • Six or more years building and permitting inspection experience.
  • Experience reviewingarchitectural electrical or plumbing/mechanical plans used in building construction.
  • Experience working with government entity such as City State County.

Knowledge Skills & Abilities

Core Competencies:

  • Knowledge of technical and administrative aspects of building inspections building codes and city ordinances; construction plumbing electrical systems framing foundation and heating and air conditioning systems; contractor licenses; and regulations and guidelines prepared by state relative to the citys building inspection requirements.
  • Skill and ability to interpret and communicate to others zoning laws building codes and other related codes; read detailed blueprints; establish and maintain effective working relationships with other city employees state and local government agencies contractors builders and the general public; demonstrate proficiency in both oral and written communication.
  • Skill in using computers and related software applications.
  • Skill in handling multiple tasks and prioritizing.
  • Must be able to maintain a good driving record.
  • Must be able to wear city provided uniform and city issued personal protective equipment steel-toed leather boots gloves eye protection head protection safety vest and ear protection.
  • Workers must be in compliance with safety procedures and the use of safety equipment.
  • Workers must be able to follow safety procedures and usage of safety equipment to ensure personal public and personnel safety.
  • Ability to work hours other than the regular daytime schedule such as shift work on call or emergency response situations (i.e. early-mornings afternoons evenings and late-nights shifts weekends).

While performing the duties of this job the employee is regularly exposed to wet and/or humid conditions; moving mechanical parts; high precarious places; fumes or airborne particles; toxic or caustic chemicals; extreme cold; extreme heat; risk of electrical shock; explosives; risk of radiation and vibration. The noise level in the work environment is usually loud.
