Description

Under the administrative supervision of the Mirror Vice-President of Reentry Services the Residential Reentry Programs Director shall be responsible for the programs and services offered by the agency at the location. Incumbent shall also provide administrative supervision to all reentry case management and support staff assigned to the Mirror residential reentry center (RRC) contracted with the United States Government Department of Justice and Bureau of Prisons and Probation and Pre-Trial Services (USPO) at the location. The Residential Reentry Programs Director shall operate in an ethical professional manner interact with others in such a fashion as to create and maintain respect for the agency and the United States Government DOJ BOP and USPO. The Residential Reentry Programs Director needs to be intimately familiar with the statement of work and the contractual provisions set forth in the agreement with BOP. They shall also act in accordance with the policies determined by the Board of Directors and shall abide by all applicable federal state and local regulations.

DUTIES AND RESPONSIBILITIES:

1. Supervision of the Social Services Coordinator Chief of Security case management correctional technicians and support staff at the designated location. Coordinate supervision of ancillary staff i.e. maintenance food service health care with the Topeka Residential Program Director.
2. Responsible for assisting in the development of program related curricula and ensures implementation of it within the designated component(s). Approves all modifications in the curricula through the Vice-President of Reentry Services.
3. Responsible for ensuring the program or programs assigned to their care and oversight meet the requirements for offender accountability and supervision as specified in detail within the Statement of Work. Review of staff documentation procedures will be crucial as well.
4. Administer the day-to-day operations of the Mirror Residential Reentry Center program or programs assigned to their care.
5. Recruit recommend for hire and evaluate staff assigned to their designated program or consultation with the Director of Human Resources make offers of employment disciplines staff and recommends termination (after careful documentation is submitted).
6. Oversight of the training and professional development needs of staff through coordination or delivery of in-service units or initial approval of workshop hours. Per the SOW all staff are required to participate in a minimum of 20 clock hours of annual training. Structured orientation of new staff is also required by BOP. The Topeka Residential Reentry Programs Director shall be the party responsible for the delivery and documentation of these trainings.
7. Approves all admissions to the Mirror Residential Reentry Center residential unit they are assigned to and monitors resident census/utilization. Reports significant increases or decreases of the average monthly and daily population of the RRC to the Mirror Vice-President of Reentry Services and the Mirror President/CEO.
8. Oversees the agencys internal audit or inspection (review) process for their assigned program or programs. This Quality Control Review Plan (QCRP) shall be processed on an annual basis and the results of same reported to the President/CEO. The agencys Vice-President of Reentry Services may be involved with the QCRP reviews.
9. Monitors quality control issues related to their assigned program or programs.
10. Liaison activities with the RRM COS and other BOP staff assigned oversight roles within the BOP contract. The incumbent will also establish strong working alliances with the US District Court in Kansas and Missouri (as needed) including the Chief US Probation and Pre-Trial Services Supervisory USPO and field level USPO personnel.
11. Ensures conformity to local regulations related to the physical plant such as inspections involving fire electrical health heating and air conditioning plumbing etc. Works closely with the Mirror Vice-President of Reentry Services and Director of Human Resources on issues related to contract compliance.
12. Responsible for the approval of all offender related paperwork (i.e. re-entry plans case management plans discharge summaries etc.) within their assigned program.
13. Responsible for coverage issues of staff assigned to their program. Develops and maintains a monthly staffing schedule developed in concert with the Chief of Security and the Employment Placement Specialist.
14. Observation of programs and case management activities and provides any consultative duties with staff as required. Same for activities assigned to correctional technicians.
15. Provides assistance to the Social Services Coordinator and Case Managers in liaison activities with local community-based employers and service groups. Incumbent works to resolve any differences these prospective employers and groups might have with our residents/offenders. Conducts quarterly community relations meetings and builds strong community engagement with law enforcement municipal state social service agencies and other community based groups and individuals.
16. Incumbent must be available to complete on-call duties for the RRC program on a rotating basis and handles crisis situations when on-call staff are not available to do so.
17. Incumbent assists in the collection of offender subsistence payments and documentation as it directly impacts the relationship between the BOP and Mirror.
18. Responsible for performing any other responsibilities assigned by members of the Mirror leadership team.
19. The incumbent must exercise sound and prudent procurement practices which align with guidance from the Mirror leadership team policy and guidance of the Board of Directors. They will ensure sufficient supplies/inventory are available to safely and effectively provide for the needs of residents. The incumbent will seek the most economical means to meet the needs of staff and residents; will use local small businesses when possible; and will utilize the purchase card/credit card issued by Mirror only to procure required or necessary materials for the use of staff in the performance of their duties or the required needs of residents.
20. The incumbent will regularly communicate consult and collaborate with the Vice President of Reentry Services to ensure all issues impacting the operation of the RRC or the contract with the BOP and USPO are clearly comprehensively and timely reported or discussed.

Qualifications

Graduate of a four year accredited college or university with a bachelors degree in a social or behavioral science area of study which might include but not be limited to the following degrees: criminal justice corrections counseling social work sociology psychology substance abuse counseling or another closely related field of study. Masters degree matching one of the aforementioned disciplines is desirable. Mandatory requirements include: two years of work experience in a related field and a minimum of two years in a supervisory role. Documented work experience may be substituted for academic studies exchanging one year of work experience for one year of academic education. Total work experience needed in lieu of the combination of education and work experience is six years with two of these years in a supervisory role. A four-year degree with supervisory experience in the corrections field is the most preferable. * Please note these are the minimum education and experience requirements as determined by BOP.
2. Minimum of two years paid experience providing supervisory services * (preferably to the offender population).
3. Ability to gather and understand program evaluation data and design.
4. Excellent interpersonal skills required as well as ability to communicate effectively both verbally and in writing.
5. Demonstrated ability to effectively supervise the work of others. Previous experience in a supervisory role for one year is mandatory additional experience beyond this minimum requirement would be desirable.
6. Demonstrated ability to prioritize and work with multiple tasks.
7. Must be proficient in Microsoft Office Word Outlook and with an advanced understanding of Excel preferred.
8. Must be adaptable to change and have effective organizational skills.
9. Must be able to work in concert and in collaboration with the Vice President President/CEO and other agency managers.
10. Must be able to pass criminal background check and BOP background and security check* including having a valid drivers license and acceptable MVR report.
11. Employees who have been diagnosed with any type of substance use disorder or behavioral addiction/compulsion must have sustained a minimum of two consecutive years of abstinence from all intoxicating substances and symptoms of their chemical and/or behavioral addiction; and must be in full sustained remission.
12. This position may also involve bending walking stairs and lifting up to 40 pounds on occasion.
