Job Description:

The Sr Specialist Subcontracts is responsible for the overall life-cycle of a subcontract from the initial sourcing and acquisition strategy development through solicitation negotiation award cost and schedule management subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government Commercial International Governments International Commercial and Defense both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies products and services for development articles production technical & professional services requirements. Subcontracts leverages the variety of subcontract types (i.e fixed-price cost reimbursement time & material labor hour etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing development of the subcontract requirements (i.e. SOW development) generation of the solicitation / request for proposal source selection negotiation (price schedule technical terms & conditions) establishment of the official subcontracts file and its required documentation management of supplier cost schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management risk management management of customer / government owned property transportation and delivery invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk financial stability technical capability and quality management system assessments. Subcontracts support government customer and internal audits as required.

Essential Functions:

  • Drive all aspects of subcontract execution (cost schedule technical quality) and full integration of the subcontract work scope within the program e.g. proposals negotiations contract execution etc.
  • Knowledge of contract types (i.e. FFP Cost Reimbursement T&M CPFF CPIF etc.) government proposals and Basis of Estimate (BOE).
  • Subject Matter Expert with advanced negotiation skills subcontractor management and program risk management experience.
  • Ability to review technical SOWs understand work scope and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
  • Knowledge of FAR/DFAR requirements Prime Contract flow downs International Trade Compliance ITAR EAR Import/Export General Provisions Terms and Conditions policies and procedures command media requirements negotiations of legal documents and supply chain strategies to improve KPIs and ROIs.
  • Problem solving skills by leveraging experience and through analysis of data
  • Understanding of Subcontracts relationship with other functions such as Contracts Program Management Finance Engineering Quality Business Development and others.
  • Accountable to Program Manager Business Development Supply Chain Leadership and Operations
  • Responsible to help analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
  • Work closely with SCMs Program Management and Technical personnel to support/manage proposals and subcontracts
  • Experience with Intellectual Property (IP) and Patent requirements
  • Able to support work with Technical Team(s) to identify processes requirements Statement of Works improvements and propose changes to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
  • Ability to travel domestically and internationally if needed.

Qualifications:

  • Bachelors Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related lieu of a degree minimum of 10 years of prior related experience.

Preferred Additional Skills:

  • Total relevant professional experience to be minimum of 4 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain Subcontracts Contracts Procurement Program Management Engineering Quality Regulatory Compliance Legal and Government compliance and/or Finance. Coursework or practical experience that demonstrates business acumen compliance legal negotiations skills analytical mindset strategy development and execution.
  • 3 years of experience using MRP systems software.
  • Minimum 3 years experience with Microsoft Office Suite (Outlook WORD Excel (including pivot tables V-lookup etc.) PowerPoint etc.)
  • DoD Clearance is desired but not required
  • Demonstrate a strong attention to detail and a high degree of accuracy.
  • Possess excellent communication skills quality commitment customer focus strong interpersonal skills and be adaptable
  • Proficient in Microsoft Suite of Products (Word Excel PowerPoint etc.)
  • Lean Six Sigma experience is desired but not required

In compliance with pay transparency requirements the salary range for this role in Massachusetts State is $90000- $167000. This is not a guarantee of compensation or salary as final offer amount may vary based on factors including but not limited to experience and geographic location.
