About MSF USA Doctors Without Borders

Doctors Without Borders/Mdecins Sans Frontires (MSF) is an independent international organization that provides medical care to the people who need it most. The organization cares for people affected by conflict disease outbreaks disasters and social exclusion in more than 70 countries. MSF offers medical humanitarian assistance solely based on need regardless of race ethnicity religion or politics. Our international project teams include medical logistical and administrative staff most of them hired locally and working with their own communities. Role Overview

The Temporary Project Manager Federal and State Humanitarian Campaigns will develop targeted constituent-facing advocacy and campaigning strategies for the Humanitarian Team as part of the MSF-USA program departments work in the United States. The Temporary Project Manager will work in the Programs department and have a specific geographic focus on the Occupied Palestinian Territory (OPT).

They will work to develop and implement grassroots education and advocacy campaigns to engage key constituencies helping to further add to efforts to address the humanitarian situation in Gaza and other key contexts as requested. They will generate creative campaign ideas and contribute to innovation in advocacy strategies and support campaign monitoring and learning efforts. They will conduct research and power mapping to identify key decision-makers and influence targets and track political private sector and US government developments relevant to advocacy priorities in OPT. They will conduct a landscape analysis of existing efforts in this space by civil society organizations and will coordinate outreach with key allies coalitions and networks to advance campaign goals. They will serve as the project lead for this portfolio which includes travel as needed. They will also work closely with internal teams in Programs Communications and other areas to align strategies and implement joint tactics.


Department Accountabilities

Support for MSF Medical and Humanitarian Programs

The Programs Department supports the medical humanitarian programs of the MSF Movement in different ways. Each unit contributes to one or more of these responsibilities:

  • Advocacy and Representation in support of Operations develop strategies to influence public policy debates and private bilateral engagements on behalf of MSF.
  • Research Analysis and Data Management in support of Operations direct perform or facilitate research to address questions posed by Operations. Track and analyze specific policies and practices of governments multilateral organizations and others as requested by Operations.
  • Grantmaking in support of MSF medical humanitarian programs and movement initiatives.
  • Monitoring of the Regulatory Environment - engages with regulatory issues affecting Programs to ensure grant-making compliance and inform Operations and the International Legal Department.
  • Monitoring of the Policy Environment: Engages with Policy issues to ensure information sharing and action based on the movements medical and operational needs.
  • Stakeholder Engagement: Identify analyze plan and implement actions designed to engage with external and internal stakeholders to support medical humanitarian programming.
  • Contribution to Medical Operational Humanitarian Projects - contributes to the management and implementation of specific medical operational humanitarian discreet projects managed by MSF USA.
  • US representation engagement and collaboration represents domestic social mission external relationships on behalf of the medical operational entities of the movement to create maintain and expand stakeholder engagement.

Manage the project review process; provide stakeholders with accurate and relevant information and key recommendations at agreed review points to enable them to evaluate progress and agree on change

Desired Qualifications & Experience

At a minimum the Job Holder should possess:

  • Degree in communications public health political science social science or equivalent
  • At least 5-8 years of experience in developing and executing grassroots advocacy strategies and public-facing constituent-targeted campaigns in the not-for-profit sector
  • Knowledge of US policymaking processes and experience influencing government and/or private sector actors.
  • Knowledge of the US political and financial landscape in relation to Israel and Palestine is an asset
  • Experience liaising with members of governments pharmaceutical companies NGOs and/or multi-lateral organizations as an asset
  • Demonstrated ability to communicate effectively with diverse audiences both orally and in writing.
  • Proven ability to work independently and collaboratively within cross-functional teams

Travel Requirements

Must be able to travel domestically and to key constituency locations

Compensation
$88822 to $133233 depending on experience
Please Note: This is a temporary position expected to run through the end of April 2026. Salary will be prorated based on the duration of the assignment.
