About NC State Highway Patrol

The Mission of the North Carolina State Highway Patrol is to ensure safe efficient transportation on our streets and highways reduce crime protect against terrorism and respond to natural and manmade disasters. This mission will be accomplished in partnership with all levels of government and the citizens of North Carolina through quality law enforcement services based upon high ethical professional and legal standards.

The primary purpose of the State Highway Patrols Fiscal Section is to ensure that all department financial resources and funds are received disbursed recorded and accounted for in accordance with all applicable State and Federal laws and regulations. The Procurement Unit supports the mission of the North Carolina State Highway Patrol (NCSHP) by ensuring that all procurement and contracting are carried out efficiently lawfully and with fiscal responsibility.

The Procurement Director position is a Non-Sworn/Administrative position assigned to the Fiscal Section of the North Carolina State Highway Patrol. The Procurement Director is responsible for leading planning and managing all procurement and contracting operations to ensure the Department acquires equipment supplies and services in compliance with state laws and policies. This role oversees procurement strategies risk management vendor relations and the development of efficient purchasing systems. The Procurement Director serves as a strategic advisor to senior leadership with ensuring cost-effective transparent and compliant procurement practices.

Job responsibilities include:

  • Establishing department policies and procedures for the Purchasing & Logistics section of State Highway Patrol and oversees the development of internal operating policies and ensures that procurement procedures are consistent with state law and NC State P&C rules and regulations and General Statutes.
  • Ensures professional communication in a wide variety of ways with a broad range of internal and external customers.
  • Ensures the planning of future work developments and provides oversight into development approval implementation coordination monitoring and management of all purchases of goods and assigned services.
  • The position interprets laws and policies to agency personnel and vendors and conducts market research to stay abreast of changes in technology sources of supply cost and quality.
  • The position provides training guidance and leadership to procurement staff to foster professional development and ensure high performance; to include completing performance appraisals for assigned staff participating in the interview and hiring process and ensuring accuracy and compliance in all assigned work.

The typical work schedule is Monday - Friday 8:00AM - 5:00PM.

The salary grade for this position isNC25. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.

Knowledge Skills and Abilities / Competencies

Bachelors degree in business from an appropriately accredited institution and six years of progressive procurement experience two years of which must be of a supervisory nature; or an equivalent combination of education and experience.

License or Certification Required by Statute or Regulation

Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.

  • General knowledge of accounting principles and methods as applied to the procurement and control of equipment and supplies.
  • Thorough knowledge of State purchasing laws and policies and large-scale purchasing and warehousing methods and procedures.
  • Ability to identify and resolve complex procurement issues and manage risks effectively.
  • Ability to develop and implement administrative and fiscal systems and procedures to provide for efficient and economical purchasing purchasing related and central supportive services.
  • Ability to establish and maintain effective and professional working relationships with associates officials and vendors.
  • Ability to work effectively with agency personnel at all levels including Federal and State.
  • Ability to express ideas in both oral and written form communicating effectively at all levels of management.
