This position oversees the Safety Net Unit within the Quality and Standards Division and carries specialized expertise in the area of publicly funded and enhanced funded safety net provisions and services. There is additional emphasis on facility endorsement survey investigation and monitoring. It uses long-standing expertise in the political environment in which services are delivered as well as knowledge of issues facing populations that are typically underserved in behavioral healthcare to support decisions intended to increase accessibility of the system.

This position supervises the five members of the safety net licensing team under the Quality and Standards Division Licensing and Designation Unit which is responsible for drafting policy and regulation for Safety Net endorsement requirements ongoing oversight and regulation of approved Comprehensive and Essential Safety Net providers.

This position provides oversight and monitoring of the teams ongoing implementation of regulation and reviews and oversees periodic update and re-drafting of regulation when necessary. This position monitors the teams stakeholder engagement and dissemination of information critical to the implementation of the program.

The position works with the Director of Licensing and Designation to represent the statewide behavioral health authority. The position supervises and oversees the quality and performance of a team who has caseloads of safety net providers and behavioral health entity providers with responsibility for monitoring compliance with licensure and designation regulations standards of practice and quality. The position monitors the teams performance in reviewing grievance information auditing providers and completing this role the position provides expert advice on quality standards management of compliance concerns and offers the team expertise in technical assistance and how to improve and guide providers towards higher quality including meeting new standards for licensure. The position works collaboratively with other managers across the BHA including within the Statewide programs Technical Assistance and Innovation Division the Data Standards Quality and Interoperability Division and the Policy and External Affairs Division to support an integrated and streamlined approach to BHA monitoring and safety net provider accountability. Additional elements of coordination across the BHA include identifying training and technical assistance priorities for providers informing policy initiatives and streamlining response to stakeholder feedback.

Primary Job Duties:
Oversight Monitoring and Compliance of the full BHA Safety Net Provider Caseload
As a supervisor of positions with caseloads of providers for monitoring this position provides oversight expertise and support to staff members to deliver high quality consistent and equitable monitoring oversight and compliance in accordance with rule. This includes providers designated as specific levels of safety net providers including those that receive a Behavioral Health Entity License.

Oversee and ensure that a schedule of routine review of complaints and critical incidents reports for providers on caseload is completed and hold the team accountable to deadlines for review.
Support the development of processes that include efficient and complete response to public and stakeholder complaints concerns or reported regulatory negligence about providers from the team
Review and edit team responses to stakeholder complaints concerns or regulatory negligence
Track trends across caseloads of provider trends and share feedback with other Divisions on core areas for technical assistance training and program improvement to address gaps in care and quality
Oversee schedule and completion of teams completion of routine visits of providers with review of policy and procedure clinical guidelines clinical documentation and regulatory requirements review
Provider oversight and decisions on coordination with other agencies on payment incentives or withholds as determined by quality and compliance for future value-based payment structures for safety net designated providers.
Summarize aggregate data on monitoring and compliance outcomes with the Director of Licensing and Designation.
Oversee and approve updates to the leadership (routine and urgent) on complaints and critical incident reports.
Review and approve licensure or designation changes and technical assistance recommendations and solutions provided to the BHA leadership for specific complaints or critical incidents.
Provide aggregate summary data as requested to BHA Advisory Council on provider quality data or other items as appropriate.

Oversees Licensing and Approval of Safety Net Providers
This position supervises the team and process for routine initial and renewal inspections for agencies applying for or seeking to renew Behavioral Health Provider Designation Controlled Substance License and in the future Safety Net Designations to be designed.
Provider oversight and supervision to staff conducting licensure renewal audits for Behavioral Health Provider Designation and Controlled Substance License under current regulation and administrative rule.
Provide direction and solutions when questions or concerns arise and support resolution for the BHA and providers throughout the initial and renewal licensure process.
Provide routine updates to BHA leadership on the status of licensure and renewal and deliver accountability with detailed reporting on any specific provider licensure status as needed by leadership.
Oversee and provide supervision to staff when questions arise determining whether or not an agency should be licensed for substance use disorder services and/or designated for mental health treatment. This position may also oversee facilities that also provide adult substance use treatment or mental health services.
As the safety net is expanded support education training and compliance monitoring of the team with new facility types including hospitals and primary care facilities.
Provide technical assistance to collateral agencies provider networks and individual providers to facilitate understanding of safety net regulations and provider practices
Monitor through close supervision the review of complaints and other critical incidents as part of the renewal process.

Supervision
Supervises five Safety Net Unit staff members to ensure high quality and timely external products and internal products for monitoring oversight and compliance in accordance with rule.
Completes all aspects of managing the performance of individuals reporting directly to the position to include performance assessment establishing and monitoring goals and taking steps to improve performance.
Implements systems to ensure timely completion of tasks assigned to this work unit including tracking of work plans development of dashboard measures standing reports and other performance monitoring tools.
Participates in Q&S Leadership Team meetings to co-create licensing and enforcement infrastructure improve Division outcomes establish a thriving workforce
Initiates the hiring process provides subject matter expertise to HR during comparative analysis process interview applicants and makes hiring decisions.
Reviews and approves leave requests and work time (KRONOS)
This position may be called upon to perform tasks or undertake special assignments or projects deemed necessary by the BHA but not specifically referenced in the above duties.

Policy Licensure & Designation Requirements Standards of Practice Development for Safety Net Providers
This position is involved in the development and design of regulation including licensure and designation requirements for Behavioral Health Safety Net. This includes the following:
Coordinate with other relevant divisions within BHA to design policy standards of practice and licensure requirements for safety net providers
Monitor national trends in behavioral health safety net standards and accountability structures to leverage emerging best practice and lessons learned to inform Colorados regulatory design and revision
Coordinate the teams engagement with other state agencies to receive feedback on policy standards of practice and licensure requirements for safety net providers
Review and approve team drafting of regulation
Oversee the teams engagement of stakeholders and coordinate efforts with the Regulatory Affairs Unit and ensure team incorporates stakeholder feedback
Review written drafts of responses to all written and oral stakeholder testimony drafted by the team.
Oversee the presentation of the teams presentation of draft rule to the Colorado Department of Human Services Board

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications
Experience Only:

A minimum of (8) eight years of experience working in a behavioral health setting.

OR

Education and Experience:

A combination of related education such as Social Work Human Services Psychology Behavioral Health and/or relevant experience within behavioral health equal to eight (8) years.

Preferred Qualifications
  • Experience supervising a team responsible for compliance monitoring and regulatory actions or delivering behavioral health services

  • Experience in quality assurance monitoring and compliance for healthcare or behavioral health providers.

  • Experience with licensing approval inspection or investigation activities for behavioral health care providers or similar entities.

  • Experience in policy or regulation development related to behavioral health licensure designation or standards of practice.
