The California Department of Public Healths (CDPH) and Heluna Health seek a highly skilled Regulation Writer to join our dynamic team. Under the direction of the Public Policy and Prevention Division Chief the Regulation Writer is responsible for the research analysis drafting and overall development of regulation packages for licensing health care facilities. The position requires the application of public health models and principles health care program design and delivery principles of proposed regulation development for the Center for Health Care Quality (Center) and for the Directors Office. The incumbent works with issues of extreme sensitivity with statewide importance and is integral to the Centers mission. The position will generate high-quality content working both independently and collaboratively as part of a cross-functional team.

ESSENTIAL FUNCTIONS
- Independently develop large complex high priority and sensitive regulation packages in conformity with department policies and the California Administrative Procedures Act (APA) requirements for adopting amending and repealing regulations.
- Perform independent research and analysis of statutory program requirements.
- Be a lead consultant with other department program leads as well as external and internal subject matter experts to adopt amend and repeal regulations.
- Advise management on the need for regulatory action.
- Coordinate and facilitate pre-notice stakeholder meetings.
- Serve as the lead liaison for the Rulemaking Project Teams (RPT) and coordinate with management on regulation packages being developed.
- Prepare project plans with statutory regulation deadlines.
- Prepare reports and other regulation-based analytical staff work and administrative assignments which include program policies and procedures.
- Respond to inquiries from the general public on department regulations.
- Advise management on strategies to develop and promote regulations of statewide significance.
- Translate complex statutory requirements into program concepts and formal regulations.
- Assist staff with understanding appropriate regulatory roles rights responsibilities and enforcement options.

JOB QUALIFICATIONS
- Extensive experience writing and reviewing complex technical documents such as guidance and policy documents regulations statutes reports descriptive manuals and guides.
- Advanced research and fact verification skills using available resources publications and subject matter experts as needed.
- Extensive experience developing presentations/slide decks.
- Experience working with PowerPoint Word Excel SmartSheet or other visual platforms
- Advanced written and verbal communication skills.
- Legal background and/or experience in public health and healthcare regulatory issues.
- Ability to tailor documents and messages for a variety of stakeholders.
- Advanced interpersonal communication skills including active listening and effective collaboration skills.
- Advanced judgement analytical and decision-making skills and advanced diplomacy for navigating sensitive issues.
- Discretion in handling confidential documents or issues.
Education/Experience
Required
- Bachelors Degree or higher. Degrees of interest include Business Public Policy Legal Public Health Political Science English
- Experience translating complex technical language for different audiences including healthcare professionals policymakers and the general public. Skilled at adapting tone and content to ensure clarity and engagement across stakeholder groups.
- Skilled at gathering and integrating feedback from multiple stakeholders to refine documents.
- Ability to work with CDPH stakeholders to interpret public health data and integrate findings into documents using visuals like charts and graphs to enhance understanding.
- Experience coordinating with multidisciplinary teams gathering input from subject matter experts and managing revisions to ensure documents meet the needs of all stakeholders and align with project goals.
