GENERAL DESCRIPTION:


This isan At-Willpositionand servesat thepleasureof theDirectorof theWyoming DepartmentofWorkforce Services.

This position exists to direct oversee and administer the policy research and communications division within the Department of Workforce Services. The policy unit performs policy rule regulation and legislation analysis in order to enact and conduct agency strategic planning administer workforce training grants and liaise with the Wyoming Workforce Development Council and the Wyoming Womens Council. The research unit conducts and compiles state and nationwide labor market information to inform agency and workforce planning and inform the public about the labor market. The communication unit designs and delivers internal and external agency communications and coordinates a unified agency message for public-facing media and social platforms. The project management team oversees and manages large IT and non-IT projects for the agency.

  • This position administers the agencys Policy Research and Communications Division which consists of nineteen full-time employees and oversees two boards/commissions.
  • The position has agency-wide influence and supports all programs within the agency. The Policy Research and Communications Division is responsible for the following:
    • A public relations office that coordinates agency public awareness programs including public education customer service communications press releases the agency website and social media.
    • All media and legislative inquiries as well as public records requests.
    • Providing clear strategic researched and unified messaging to key stakeholders elected officials and citizens.
    • Liaising with other departments other divisions outside groups and special interest parties to provide information coordination and cooperation.
    • The Wyoming Workforce Development Council and the Wyoming Council for Women.
    • Planning meetings and conferences to provide representatives of state federal and local agencies as well as private industry technical assistance with workforce issues and regulations.
    • Planning the annual all-staff agency meeting.
    • Developing and deploying program and policy priorities for the Wyoming Workforce Development Council.
    • Agency strategic planning.
    • Oversee WIOA monitoring and data validation for statewide workforce centers.
    • Providing timely and relevant labor market information aligning resources with current and future employer demand for labor evaluating its effectiveness collecting and publishing employment and compensation data and producing statistical series and reports unique to Wyoming.
    • Overseeing and managing large IT and non-IT projects for the agency.

Qualifications


PREFERENCES:


Experience in policy analysis and development; strategic planning development and assessment; promotion and development of agency communication needs and campaigns; significant management experience; experience in project management software problem-solving and delegation.

Bachelors degree preferably in journalism communications public policy or political science.

Six to eight years of experience managing people and programs.

Five to seven years of experience collaborating on various initiatives with federal state and community-level organizations and leaders to successfully complete projects.



KNOWLEDGE:


  • Ability to interact with lead and influence agency employees State agencies Legislature Federal agencies members of the public and workforce stakeholders.
  • Ability to monitor progress toward strategic organizational goals evaluate organizational performance and take action to improve performance.
  • Knowledge of agency administration and processes.
  • Knowledge of the legislative process.
  • Knowledge of policy-making and other executive functions.
  • Knowledge of project management techniques to include project management software planning budgeting time management and risk assessment.
