Job Description:

Objectives of Engagement

The primary objective is to engage a Data Modeler / Data Architect to provide technical services for the Department of Health (DOH) and Enterprise Data Warehouse (EDW) modernization. The selected candidate will serve as data architect modeler and administrator for the EDW supporting the analysis and reporting needs of DOH and DDAP as well as the design and construction of a new EDW in Azure.

Key responsibilities include:

  • Modernizing DOH operations.
  • Planning coordinating and addressing evolving data reporting needs.
  • Setting standards and defining frameworks for data management.
  • Supporting large-scale data processing and statistical analysis of large datasets.
  • Migrating and transforming the EDW on Microsoft Azure Cloud leveraging Azure Databricks Delta Lake and Synapse (compute storage application fabric IaaS PaaS SaaS and serverless technologies).
  • Creating a centralized data model.
  • Supporting DOH projects such as ELC Enhanced Detection Expansion Data Modernization Initiative PA NEDSS NextGen PA LIMS Replacement Reporting Hub Verato UMPI COVID-19 response and onboarding new DOH systems into the EDW.

Operational Requirements

  • The Data Modeler / Data Architect role is senior-level requiring specialized expertise in data analysis modeling and database design. The contractor must demonstrate experience in:
  • Development validation publication and maintenance of data designs logical and physical data models data dictionaries and metadata repositories.
  • Collaboration with EDW teams and DOH stakeholders to deliver solutions that address technical and business requirements.
  • Developing and implementing data analysis methodologies and validating business use cases.
  • Working closely with business analysts application developers and DBAs to meet project objectives including delivery deadlines cost quality and customer satisfaction.

Required Skills & Experience

Advanced experience in data profiling analysis and design including information domain models data structures and integrity rules.

Expertise in logical and physical data modeling with tools like ErWin or similar.

Experience managing metadata data dictionaries and technical documentation.

Ability to analyze and translate business requirements into optimized data models flows and database solutions.

In-depth knowledge of relational databases entity relationships data warehousing facts dimensions and star schema concepts.

Strong proficiency with SQL Server T-SQL SSIS stored procedures ELT processes scripts and complex queries.

Working knowledge of Azure Databricks Delta Lake Synapse and Python.

Experience evaluating data systems for discrepancies and efficiency.

Ability to audit databases and implement systems to maintain data quality and security.

Experience using Azure DevOps and Agile/Scrum methodologies.

Strong communication and documentation skills.

Ability to manage multiple projects independently with strong organizational skills.

Excellent teamwork and relationship-building.

Capable of explaining complex technical concepts and data to various audiences.

10 years of relevant experience.

Bachelors degree in computer science or related field (advanced study preferred).

Preferred Experience

Experience working in public health or healthcare with exposure to health data sets.

Engagement Details

Duration: 10 months beginning September 2025.

Location: Candidate must be resident in Pennsylvania. Work-from-home is permitted; office space provided as needed. On-site work required at least one day per month with more days possible at management discretion.

Equipment: DOH will supply all necessary hardware and software.
