Job Description

The New York City Department of Probation (DOP) helps build stronger and safer communities by working with and supervising people on probation fostering positive change in their decision-making and behavior and expanding opportunities for them to move out of the criminal and juvenile justice systems through meaningful education employment health services family engagement and civic participation. We are located in every borough across the city and provide four core services pre-sentence investigations intake diversion and probation summary DOP ensures that people who enter our system are supervised according to their risk level and receive the support and services they need to abide by the law and be an asset to their communities.

The Department of Probation is seeking to hire a Timekeeping and Payroll Director who will oversee all agencys Timekeeping and Payroll functions using NYCAPS PMS CHRMS and City Time. This position analyzes and understands the activities being performed with respect to timekeeping and NYC agency policy. Strong attention to detail ability to deal with time critical time-sensitive activities proficient computer and data entry skills and excellent written and oral communication skills are essential. This position works in conjunction with the agencys Payroll and Human Resources Department to ensure that employees are paid accurately and on time.

In addition the selected candidate will be responsible for directly supervising staff which includes setting clear expectations and goals for the team; provide vision inspiration and motivation; provide effective communication to ensure transparency; provide constructive feedback on performance; identify opportunities for skill development and career growth; build a positive team culture; manage employee performance; foster employee well-being and provide ethical leadership.

Under the direction of the Assistant Commissioner of HR with wide latitude for independent decision making the Directors responsibilities include but are not limited to the following:
-Demonstrating a deep knowledge of the Citys timekeeping leave and payroll functions.
-Supervising the Leave Administration Unit and Timekeeping Analysts.
-Providing effective leadership and direction to team members and direct reports.
-Performing related assignments and special projects as required by the Assistant Commissioner of HR
-Implementing personnel policies in compliance with citywide regulations.
-Performing research and preparing responses for time and leave inquiries FOIL and other requests.
-Reviewing updating and maintaining the agencys Time & Leave policies.
-Preparing and reviewing reports from New York City Personnel databases including NYCAPS CityTime and CHRMS.
-Reviewing analyzing and approving Managerial Separation documents for submission to the Comptrollers Office.
-Processing and managing all special leave of absence requests such as FMLA Sick PFL PPL Child Care Workers Compensation Military compliance with current Federal/State/City mandates.
-Ensuring that Workers Compensation claims are processed in a timely manner.
-Reviewing and signing off on documents that ensure accuracy and adherence to Citywide Time and Leave and related policies.
-Managing employee annual leave balance statements processing requests for carryover of excess annual leave.
-Oversee the agencys payroll functions and the payroll unit
-Manage operational compliance with directives policies and procedures
-Plan and implement pay authorizations and collective bargaining agreements
-Prepare and analyze payroll data and reports.

Qualifications :

A baccalaureate degree from an accredited college and four years of full-time paid experience in counseling or casework in a recognized agency adhering to acceptable standards in probation parole social services psychiatric or medical social work or related field at least 18 months of which must have been in a responsible supervisory administrative or consultative capacity performing activities related to the duties of the position; or

A combination of education and/or experience equivalent to 1 above. However all candidates must have at least 18 months of experience in an administrative managerial executive consultative executive capacity or supervising personnel performing activities related to the duties of the position.
