Description
Background Information
The purpose of this procurement is to source One (1) Emergency Medical Services (EMS) & Central Ambulance Communications (CACC) Discovery Senior Program Manager to help management improve their performance primarily through the analysis of existing problems and development of plans for improvement. This includes organizational change management assistance and strategic development with EMS & CACC Discovery.
Develop and manage the Integrated Project Plan reflecting the timelines and deliverables for project workstreams Define and escalate project status risks and milestones Support project budgeting include forecasting monitoring and reporting dedicated budgets for approved workstreams within the portfolio Engage with stakeholders; handle client relationships to manage expectations Facilitate execution of all applicable contractual agreements Document and refine stakeholder requirements in order to create and maintain the integrated plan Manage workstream governance including acting as the secretariate for the multiple working groups.
The ideal candidate will work closely with other Ontario Health teams such as Ontario Healths Clinical Data Management Team Clinical Data Foundation and Product teams to support deployments/clients Articulate and prioritize issues and risks and recommends mitigation strategies for decision makers Update and monitor project document repository to ensure all documents are reviewed and maintained in the repository.
The expected from this engagement will be a detailed schedule and costing plan for the contribution and consumption of EMS and CACC data to and from the provincial EHR.
Must haves:

- Time management with the ability to manage tight deadlines and prioritize multiple projects
- Collaboration coordinating tasks and ensuring that everybody works together effectively this also involves conflict resolution
- Minimum 8-10 years experience project managing electronic health-related projects ideally with experience deploying clinical software systems
- Demonstrated knowledge of workflows and associated business processes within Emergency services hospitals and health records
- Experience with jurisdictional public health programs will be of significant benefit
- Demonstrated experience managing projects or programs in matrix organizational environments
Responsibilities:
- The Senior Program Manager is responsible for developing a portfolio plan and associated costing for the integration of Emergency Management Services data with the Provincial Electronic Health Record. The manager is also responsible for managing the projects within the portfolio.
- Forecast monitor and report dedicated budgets for approved projects within the portfolio
- Engage with vendors and stakeholders; handle client relationships to manage expectations
- Facilitate execution of all applicable contractual agreements
- Gather and develop requirements in order to create and maintain a detailed project schedule and/or integrated plan.
- Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed; identify potential conflicts between project and functional areas
- Work with Clinical Repositories Registries and EHR Data Management teams within Ontario Health to provide stakeholder feedback business requirements
- Work closely with Architecture Standards Privacy and Security teams within Ontario Health to refine business requirements
- Articulate and prioritize issues and risks and recommend mitigation strategies for decision makers
- Facilitate training of end-users and distribution of materials and job aids; develop documents and support materials as required
- Use appropriate strategies and actions to overcome resistance to change in support of change during all stages of projects concept definition planning implementation and close-out
- Ensure pre-go-live readiness: technical configuration conformance obligations and any workflow modifications
- Develop project status reports deployment reporting/tracking and maintaining and monitoring status reporting logs for stakeholders within Ontario Health and the ministry
- Update and monitor project document repository to ensure all documents are reviewed and maintained in the repository
Desired Skills:
- Professional certifications: Project Management Professional; Knowledge and understanding of Project Managements Institutes Project Management Body of Knowledge
- Demonstrated project management software skills and experience e.g. MS Project MS Teams etc.
- Demonstrated experience working with various Project Management delivery methodologies (e.g. Waterfall Agile etc.)
- College/University undergraduate degree in Health Computer Science Engineering Business or related discipline from a recognized institution or equivalent experience desired
- Knowledge of pharmacy and/ or immunization workflows
- Experience with health system business implementation and deployment projects
- Proven track record working with health care professionals; direct clinical data experience or experience working with pharmacies would be an asset
- Experience in liaising with customers/stakeholders where customer service was a key focus to responding to queries issues/risk management etc.
- Relationship building facilitation and influencing skills to successfully partner with internal and external stakeholders
- Ability to readily identify assess and mitigate implementation and service or system adoption issues
- Experience with and/or knowledge of change management data workflow analysis and redesign business process integration and/or evaluation/quality improvement preferably in the health sector
- Experience operating in highly political environments and across various organizational cultures
- Working knowledge of privacy policies and legislative processes Health Protection and Promotion Act (HPPA) Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA) and associated Health Information Custodian (HIC) requirements
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Additional Terms
- Term: The term of this position is 115 Business Days with an option to extend for an additional 251 days at Ontario Healths discretion.
- The resource will comply with Ontario Health policies and procedures. Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
- Assignment Type: This position is currently listed as Hybrid. The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
Knowledge Transfer Details:
- The resource will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
- The resource must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
- The resource will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables milestones and documentation are shared.
- A walkthrough of any demos development etc. will be required before the end of the engagement.
