Under direction of the Assistant Commissioner of the Bureau of Sustainability manages activities for the pre-construction construction and commissioning (startup) of the Tibbetts Brook Daylighting and Greenway project.
The Bureau of Sustainability is embarking on an ambitious Green Infrastructure project to daylight parts of Tibbetts Brook in the Bronx that have been covered for more than a century. Stream daylighting is the process of restoring a stream to a more natural state by removing any obstructions covering it such as concrete or pavement. Daylighting Tibbetts Brook will remove the brooks clean water from the Sewer System and help to reduce Combined Sewer Overflows (CSOs) into the Harlem River. New York City Department of Environmental Protection (DEP) has worked with NYCs Department of Parks and Recreation to develop a design that would not only daylight the stream but also develop a parkway within an old rail corridor. The $145 Million project is expected to reduce CSO discharges to the Harlem River by 215 million gallons per year and will be the largest green infrastructure project in New York City. Construction work includes work within Van Cortland Park the newly City acquired CSX property (old railway corridor) and on Metro North Railroad property.
The Senior Construction Project Manager will be managing the project construction including oversight (inspection and documentation) coordination between various stakeholders coordination between the design engineers and consultant Construction Managers as well as the contractors and subcontractors. The Construction Project Manager will be working at the site of construction as well as at DEP offices in Lefrak. Additional duties may include assisting with construction management work on other Green Infrastructure construction projects throughout the City both on the Right of Way as well as other onsite locations such as NYCHA property school property Parks property etc.
Typical responsibilities of the Construction Project Manager will include:
- Conduct field inspections for the construction of the various elements of Tibbetts Brook Daylighting and Greenway project.
-Prepare and submit reports relative to project schedule and cost updates.
-Coordinate meetings with the contractor subcontractors CMs DEP Design Engineers and other stakeholders.
-Participate in construction progress meetings with contractors consultants and other agencies.
-Provide assistance to resolve construction related issues to maintain projects budget and schedule.
-Coordinate with other agency personnel e.g. DPR MTA/MNRR DOT etc to receive project input and document decisions.
-Coordinate with Design Engineer/CM regarding field related issues including RFIs Field Orders shop drawing reviews etc.
-Review payment and invoices for contractor subcontractors CM Design Engineers etc. and work with ACCO Office of Engineering Audit (OEA) for approval.
-Review change orders and change order proposals.
-Act as liaison with the community and members of the public when and where needed.
-Keep construction on schedule and budget.
The Construction Project Manager must have strong MS Office skills including Excel PowerPoint and ability to comprehend maps graphs and tables. Basic AutoCAD knowledge is helpful for this job function.
CONSTRUCTION PROJECT MANAGER - 34202
Qualifications :
1. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300000 for each of the five years of the required experience; or
2. One year of the experience as described in 1 above and a baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in engineering engineering technology architecture architectural technology landscape architecture construction construction technology or construction management; or
3. One year of the experience as described in 1 above and a valid license as a professional engineer registered architect or registered landscape architect issued by a board of examining engineers architects or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and a combination of at least two years of experience as described in 1 above and the education as described in 2 above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in 2 above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.
Note: Candidates must specify for each construction project they worked on: a description of the construction project the time period they worked on the construction project and the type of work they performed. Candidates must also specify the money allotted for the project.
Driver License Requirement: At the time of appointment to this position you must have a motor vehicle driver license valid in the State of New York. If you have moving violations license suspension or an accident record you may be disqualified. This license must be maintained for the duration of your employment.
5. For Assignment to Level II In addition to meeting the Qualification Requirements above candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in 1 above.
6. For Assignment to Level III in addition to meeting the Qualification Requirements for Construction Project Manager candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question 1 above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations license suspension or an accident record you may be disqualified.
