Job Description

Type of Appointment: Full-Time Probationary

Job Classification: Administrative Analyst/Specialist - Exempt II

Anticipated Hiring Range: $5537 - $6825 per month ($66444 - $81900 annually)

Work Hours:Monday-Friday 8:00am-5:00pm unless otherwise notified.

THE DEPARTMENT:

The mission of the Division of Administrative Affairs is to provide high quality fiscal human and facility services in support of the university through partnerships and innovative solutions.



DUTIES AND RESPONSIBILITIES:

Hazardous Waste Management

  • This position is responsible for hazardous waste management from campus labs workshops and maintenance areas.
  • These duties will include ensuring hazardous waste is properly labeled and accumulation requirements are being observed.
  • The incumbent will work closely with laboratory technicians and other department contacts to coordinate hazardous waste collection schedules and ensure timely service from EH&S contractors.
  • Hazardous waste is collected on a weekly basis by the campus waste contractor and the incumbent will work closely with the contractor to facilitate access to the campus ensure the contractor has the correct equipment each day and the most current collection requests received by the department.
  • Will coordinate with the contractor to facilitate quarterly waste shipments in alignment with all applicable laws and regulations.
  • This position will maintain current records for hazardous waste shipping manifests supporting documentation hazardous waste and medical waste tracking documents etc.
  • Monitor departments for proper waste accumulation procedures proper use of personal protective equipment and that departments are in alignment with the campus Hazardous Waste Management Program.
  • Administrative Analytical and Support Tasks The Environmental Compliance Safety Specialist will assist the department in maintaining current files in the areas of environmental compliance and occupational safety including but not limited to training records shipping records manifests permits accident investigations air quality compliance reports department correspondence and processing invoices. Will assist the department during peak times to ensure customer needs are met. This will include responding to department visitors answering phone calls and responding to e-mails. May be asked to serve on the campus safety committees as deemed necessary. Responsible for assisting in the development coordination and implementation of campus safety incentive programs.

Environmental Compliance Program

  • The Environmental Compliance Safety Specialist will conduct environmental audits and assessments prepare and submit compliance reports to regulatory agencies (e.g. CUPA AQMD etc.) monitor and analyze environmental data to ensure adherence to regulations develop and implement environmental compliance programs coordinate with regulatory authorities during inspections and audits review and update environmental permits and licenses stay current with changes in environmental laws and regulations.

Emergency Response

  • The Environmental Compliance Specialist will assist the department in general field work or respond to calls from campus customers.
  • Calls range from general safety concerns air quality hazardous materials spills etc.
  • The incumbent will coordinate with the department to respond to general calls or concerns and expect to keep detailed notes.
  • May serve in a support role to the Safety Officer (Incident Command System) in the Emergency Operations Center (EOC).
  • The position is exempt from overtime and may require the need to work after hours weekends campus closures and holidays as deemed appropriate by the EHS Director in an effort to meet campus demand and core department responsibilities with respect to environmental regulatory compliance and/or emergency response.

Safety Training

  • The Environmental Compliance Safety Specialist will provide general support on an as-needed basis for several EH&S required safety training topics including but not limited to Fire Extinguisher (Hands-On) Hazard Communication Hazardous Waste Forklift Operator (initial and refresher) New Hire Orientation and Emergency Procedures.
  • Assists in developing safety training materials and interactive web-based modules using Word PowerPoint and learning management systems incorporating site-specific campus procedures and programs.

QUALIFICATIONS:

  • Bachelors Degree AND/OR the equivalent training and administrative work experience involving study analysis and/or evaluation leading to the development or improvement of administrative policies procedures practices or programs or
  • Valid California drivers license and insurance. Required
  • Four (4) years relevant work experience in the area of Environmental Health and Safety environmental compliance hazardous waste management or applicable disciplines.
  • Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties including pertinent laws and regulations;
  • Demonstrated expertise in and advanced knowledge of the principles problems and methods of public and business administration and operational and fiscal management;
  • Expertise in administrative survey techniques operations and systems analysis statistical and research methods and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
  • Ability to understand problems from a broad interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions;
  • Ability to work with representatives from public and private entities and handle potentially sensitive situations;
  • Demonstrated consultative skills in working with internal and external constituent groups;
  • Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus;
  • Ability to train others on new skills and procedures and provide lead work direction.


PREFERRED QUALIFICATIONS:

  • HAZWOPER certified (40 hour) or able to complete within 1 year of hire.
  • First Aid CPR AED certified or able to complete required training within 1 year of hire.

CSU Classification Salary Range

This position is part of the California State University Employees Union (CSUEU) bargaining unit 9. The CSU Classification Standards for this position are located on the CSU Classification Standards CSU Salary Schedule is located on the CSU Salary Schedule classification salary range for this position according to the respective skill level is: minimum$5537 and maximum$10014 per month. University Driving Requirements

Positions that require driving for university business by using apersonal or state vehicle must comply with the Authorized University Driver Policy. Driving records are monitored and evaluated by the Risk Management Department. The Risk Management Department evaluates a good driving report based on the following criteria. The driver must: 1. Have a valid California or other State Drivers license. 2. Have no more than 3 motor vehicle violations or been the cause of 3 accidents in a 12-month period (or any combination of 3 thereof) 3. Not have more than 3 DMV Points if their license is Class C or 4. Not have more than 5 DMV Points if their license is Class A B or C with endorsements.
