Program Summary
IRCOs Workforce Development Sector provides career coaching career services and training to youth and adults so that they gain living wages and become empowered through their careers. The WorkSource Center (WSC) N/NE is part of IRCOs larger Workforce Development Sector and plays an instrumental role in providing training scholarships career services and workshops to both the communities IRCO serves and the larger Portland Metro community.
Position Summary
The Workforce Benefits Navigator/WorkSource Center Career Specialist delivers outreach engagement career services and referral services to Workforce programs for communities in Multnomah and Washington Counties. This position assists with WorkSource scholarship applications for training and helps with layoff transition services as needed.
Essential Functions
- Stay up-to-date on the evolving service offerings sector-level training and employment opportunities in the region and promote and facilitate customer access to the full suite of WorkSource services and other Workforce opportunities
- Attend system-wide sector meetings to network with Career Coaches employers and other professionals to strengthen referral opportunities for participants including facilitating Aligned Partner Network (APN) and NextGen Career Coach professional development sessions
- Work with WorkSource Liaisons to support on-going training and technical assistance to APN Career Coaches and WorkSource staff regarding industry-specific trainings and targeted sector initiatives
- Conduct outreach and table at events throughout Portland Metro area to help connect participants to various opportunities like WorkSource Portland Metro (WSPM) services training programs career coaching opportunities sector initiatives and employment opportunities as appropriate
- Manage and bring materials for outreach including but not limited to tables tablecloths flyers and swag
- Provide warm referrals to WSPM community resources businesses/employers and partner agencies
- Follow-up with referrals and programs to determine referral outcomes
- Assist clients in developing individual training plans and utilization of WorkSource services that will fit their specific needs
- Review and verify participant readiness for training opportunities review applications for training scholarships and recommend scholarships to support training
- Participate in a weekly training scholarship meeting present the application to the scholarship review team and assist in the decision-making process for awarding WorkSource training scholarships and support services funded through WIOA and other grants
- Follow-up with training performances of customers awarded training scholarships and collect the required accreditation documents
- Capture employment information and reconnect customers to WorkSource services if additional services are needed
- Assess participant eligibility for various programs and funding streams
- Track program services collect and enter data and secure release of information agreements according to Worksystems policies
- Travel throughout Portland Metro area to assist with Layoff Transition Assistance Services
Secondary Functions

- Proficiency with technology including ability to navigate multiple databases and systems
- Ability to connect with various communities and to positively represent WorkSource at outreach events
- Ability to maintain a high level of confidentiality
- Ability to travel to outreach opportunities and Layoff Transition Assistance sessions as needed
Education & Experience
MINIMUM JOB SPECIFIC QUALIFICATIONS:
- Some college or equivalent combination of training and experience
- Work experience with case management or customer service
PREFERRED QUALIFICATIONS:
- Experience working in Workforce development or career coaching
- Fluency in a language in addition to English is preferred
- Experience with doing outreach and outreach events
- Strong skills in community-aware interpersonal and organizational communication
- Communicate effectively in a positive manner verbally in writing and by phone
- Strong communication skills in a multilingual multi-background team and organization
