Job Duties

The Virginia Department of Health (VDH) is seeking a strategic experienced and mission-driven leader to serve as the Director of the Office of Licensure & Certification. This position plays a critical role in safeguarding the health safety and rights of patients by ensuring regulatory compliance and licensing of healthcare facilities and services across the Commonwealth of Virginia.

The Director will oversee regulatory licensing programs develop and implement policies lead a team of professionals and engage with stakeholders to uphold the highest standards of care and safety in Virginias healthcare system.

Key Responsibilities:

- Provide executive leadership and strategic direction for the Office of Licensure & Certification (OLC).

- Oversee the licensing inspection and regulation of a wide array of healthcare facilities including hospitals nursing homes home care organizations hospice facilities and other entities governed under state law.

- Ensure compliance with applicable federal and state laws regulations and accreditation standards.

- Supervise and guide program managers inspectors and administrative staff; foster a high-performance culture with a focus on accountability transparency and continuous improvement.

- Collaborate with internal VDH leadership other state agencies healthcare providers and community stakeholders to support policy development and improve healthcare quality and access.

- Responds to legislative inquiries prepare reports for the General Assembly and participate in regulatory development and review.

- Monitor program effectiveness and make recommendations for process improvement and policy reform.

- Manage the Office of Licensure & Certifications budget and resources effectively.

Minimum Qualifications

- Progressive experience in healthcare regulation licensing or administration in a leadership managerial or supervisory role.
- Strong working knowledge of federal and Virginia laws and regulations governing healthcare facility operations.
- Proven ability to lead complex programs motivate manage teams and interact effectively with stakeholders at all levels (internal teams external partners and government entities).
- Must have formal supervisory experience with direct reports including responsibility for performance management employee coaching administering progressive discipline and overseeing training and staff development.
- Excellent written and verbal communication skills including the ability to interpret and present administrative regulations and policy information clearly.
- Experience in policy development processes regulatory compliance and program evaluation.
- Demonstrated knowledge of national regional and state health care issues health care service delivery organization operations and management.
- Knowledge of management information systems modern business practices and sound financial management principles; ability to interpret and consistently apply public law and regulations.

Additional Considerations

- Experience in state or federal regulatory agencies or health care accreditation bodies (e.g. CMS DHP DPOR The Joint Commission Leapfrog Group etc.)
- Nursing leadership or healthcare administration background and experience.
- Demonstrated experience with legislative processes public hearings or regulatory writing.
- Knowledge of quality improvement practices and data-driven decision-making in a regulatory setting.
