Background Information
Ontario Health is hiring a Health System Solutions Designer to support the design and delivery of integrated digital solutions across provincial health programs. This role sits at the intersection of system modernization and solution execution-bridging program needs data standards and platform capabilities into coherent scalable designs. While this role involves architectural thinking its rooted in collaboration and delivery. Youll be embedded in real-time decision-making-working closely with clinical product and technical teams to shape solutions that align with broader system goals. Rather than focusing solely on reference models youll help ensure designs are actionable connected and built for integration across platforms like drug medical imaging and immunization and more. This is a hands-on high-impact role for someone who thrives in cross-functional environments and wants to help modernize Ontarios health system from the inside out. The purpose of this procurement is to procure one Health System Solutions Designer required to form a dedicated team for the Ontario Health Digital Blueprint.
Must haves: - Minimum 7 years of experience in solution design system integration or platform delivery within complex digital environments (preferably public health or government).
- Minimum 5 years as a Solution Architect on electronic health-related projects in Canada preferably in Ontario.
- Demonstrated ability to produce delivery-ready technical designs aligned with organizational and ecosystem strategy.
- Strong understanding of interoperability standards and integration methods (e.g. RESTful APIs Health Level Seven Fast Healthcare Interoperability Resources (HL7 FHIR) secure messaging).
- Knowledge of data flow modeling system integration patterns and reusable components.
- Proven experience working in cross-functional teams (clinical product policy development).
- Familiarity with modern delivery practices (Agile Continuous Integration / Continuous Deployment or Delivery (CI/CD) DevOps) in government or healthcare environments.
- Knowledge of Healthcare Information Systems used in Ontario.
- Experience in healthcare administration or healthcare IT.
- Experience defining governance principles policies and procedures for business or IT transformation initiatives.
- Knowledge of PHIPA and privacy legislation as applied to healthcare IT.
- Experience navigating complex multi-stakeholder environments (public/private).
Responsibilities:
- Lead the solution design process for high-impact health modernization projects ensuring architectural alignment with enterprise goals and system strategy
- Translate policy and clinical needs into implementable technical designs that harmonize with Ontario Healths data and platform standards
- Collaborate with product owners vendors and internal delivery teams to co-design and validate integration strategies across multiple systems
- Act as a bridge between project delivery and long-term sustainability-balancing timelines with system coherence
- Contribute to the evolution of internal design patterns solution review practices and platform reuse
- Ensure alignment with semantic standards (e.g. Fast Healthcare Interoperability Resources (FHIR) Systematized Nomenclature of Medicine Clinical Terms (SNOMED CT) Logical Observation Identifiers Names and Codes (LOINC) and support consistent application across programs
Desired Skills:
- Experience designing and implementing solution architectures in multi-stakeholder environments.
- Proficiency in developing logical system designs interface specifications integration flow diagrams and data mappings.
- Hands-on experience with terminology services and semantic mapping (e.g. SNOMED CT LOINC).
- Familiarity with patient consent enforcement identity frameworks and access control mechanisms at the service layer.
- Ability to participate in solution design walkthroughs architecture reviews and delivery planning sessions.
- Knowledge of data flow modeling system integration patterns and reusable components.
- Experience with platform-level integration in public health provider registry or shared services.
- Ability to align vendor solutions to technical standards and delivery expectations.
- Familiarity with data validation reference implementations and conformance testing for APIs/interfaces.

Deliverables
Deliverables include but are not limited to: - Solution Design Documents (SDDs): Capture how the system will behave integrate and support requirements in practice.
- FHIR Interface Specifications & Message Structures: Define what the system exposes and consumes-ensures compliance with health data standards and integration across platforms.
- Integration Flow Diagrams: Illustrate how systems communicate across trust boundaries-crucial for platform alignment consent handling and secure data movement.
- Terminology Mapping Sheets: Translate clinical meaning into machine-readable codes-avoids duplication enables analytics and ensures semantic integrity.
- Vendor Design Review Feedback & Solution Alignment Notes: Ensure third-party solutions align to OHs requirements and avoid divergence from system-wide patterns.
- Reusable Design Pattern Templates: Promote repeatable scalable solutions-reduces integration rework and accelerates implementation across programs.
- Data Payload Examples & Validation Outputs: Enable testing and validation by showing what real-world messages look like across interfaces (e.g. JSON XML).
- Delivery Risk Logs & Technical Issue Registers: Support project planning architecture governance and surfacing of system risks early in the design cycle.
- Collaboration Logs with OH Architects and Product Teams: Document co-design efforts-supports semantic integrity and avoids duplication.
Additional Terms - Term: The term of this position is 126 Business Days with an option to extend for an additional 126 days at Ontario Healths discretion.
- The resource will comply with Ontario Health policies and procedures.
- Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
- Assignment Type: This position is currently listed as Hybrid. The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
Knowledge Transfer Details: - The resource will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
- The resource must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
- The resource will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables milestones and documentation are shared.
- A walkthrough of any demos development etc. will be required before the end of the engagement.
