This position is located in the Office of Financial Regulation and Solvencys Captives Division
Charleston Office Preferred; Columbia may be considered for highly qualified candidate

Job Purpose:
Under the general supervision of the Director of Captives the Licensing Coordinator meets with prospective applicants that have an interest in establishing captives in SC and ensures that all applications are complete in compliance with South Carolina statutes and are processed efficiently. Consults with national and global captive industry professionals associations regulators and service providers to communicate Department policies practices procedures and requirements to attract captive companies to the State. Visits and communicates with all industry stakeholders (e.g. captive managers attorneys actuaries etc.) to solicit recommendations for improving the licensing process.

1. Assist the efforts of the Captive Licensing Team to ensure applications for new companies are tracked and processed efficiently in accordance with applicable South Carolina statutes and conjunction with staff members thoroughly review captive applications for completeness and compliance. Prepare and update the Captive Application Review Form for each captive application identify outstanding items and problematic issues and correspond with captive managers and other external parties to resolve. Review the plan of operation feasibility study financial proformas and contracts for insurance or reinsurance. Utilize analysis performed to prepare limited Insurer Profile Summaries and/or any other required workpapers on a timely basis to ensure pertinent company information is effectively communicated to assigned analysts. Ensure relevant licensing information is recorded in State Based Systems and Department files and databases in a timely manner. Draft approval letters with appropriate stipulations requirements and conditions to receive Certificate of Authority. Assist the Director of Captives in developing and revising licensing procedures.

2. Under limited supervision of the Director of Captives conduct marketing and promotional activities for the domicile. Assist with marketing plans programs materials and activities. Follow-up on direct prospect leads and consult with national and global captive industry professionals associations regulators and service providers to communicate Department policies practices procedures and requirements to attract captive companies to the State. Attend and represent the Department at captive industry conferences. Act as a liaison to the SCCIA to help keep the captive division informed of various industry events. Update and maintain the Captives website ensuring its material remains relevant and user-friendly. Responsible for keeping all captive related forms applications and templates updated and accessible to relevant parties. Assist the Director of Captives in leading and conducting meetings with prospective companies seeking licensure and help raise awareness of SC as a captive domicile.

3. Responsible for Captives email inbox () and physical mail inbox which will include the receipt of LOCs and relevant application fees. Independently respond to correspondence and use judgment to determine communications and issues that require immediate attention and/or supervisory input. Track company filings for deadline compliance and save all filings in relevant internal drives applications and databases. Act as the primary liaison between the Department and the captive industry regarding any premium taxation matters. Accomplish various other administrative tasks and projects plan and coordinate business management and support services activities.

4. Assist with special projects and perform other duties as assigned by supervisors. Duties may include workload overflow from other staff or areas in the Department. Duties will include coordinating travel hotel accommodations shipping marketing materials and exhibits etc. for various industry conferences and events.

5. Complete and review Individual Development Plan (IDP) annually. Discuss professional development goals with supervisor throughout the rating period. Execute knowledge transfer strategy as discussed with supervisor (if applicable to position). Continue working on any relevant designations.

Minimum and Additional Requirements

A bachelors degree or associates degree combined with a paralegal certification.

Preferred Qualifications

Individual with 3-5 years experience working in a legal setting regulatory compliance or insurance preferred.
