Work Unit:
The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent the establishment of paternity and support obligations the enforcement of those obligations and connection to resources to assist parents in overcoming any barriers that are impeding their ability to pay child support. To do this DCSS collaboratively provides case management tools policy performance and operational assistance and ongoing training to support counties in delivering the child support services program.
The Colorado Central Registry exists to provide excellent support to local county Child Support Services (CSS) offices to foster continuous improvement in the effective and efficient delivery of all CS services to families in order to enhance their ability to become or remain self-sufficient and to develop CSS program policies rules procedures and regulation for statewide implementation of an effective intergovernmental CSS program. More specifically this includes operating a central registry which processes all incoming actions from other states and counties and assists in resolving intergovernmental issues. Duties also include providing State Parent Locator Services (SPLS) that are mandated by federal regulation and state law and performing State Information Agent duties mandated by state law.

This position exists to process incoming intergovernmental referrals from other states provide guidance and support to county staff regarding intergovernmental policies and procedures. This position reviews complex intergovernmental cases interprets federal and state CSS rules consults regulations and statutes to determine applicability provides technical assistance and customer service to county and other state CSS personnel in order to ensure that intergovernmental actions are processed in compliance with Title IV-D of the Social Security Act and responds to requests for assistance from the parties in a child support action and other stakeholders.
County Program Support & Guidance
Respond to phone calls and correspondence from county CSS professionals other states workers the Federal Office of Child Support Services (OCSS) and the parties to the cases requesting information on or assistance with intergovernmental cases.
Research complex intergovernmental issues and contact appropriate county and other states staff to resolve. Contact necessary resources for facts and using available guidance make appropriate recommendations to resolve problems. Respond to inquiries through written oral and electronic communication within the time frames mandated by federal and state rules and regulations.
Resolve Intergovernmental Issues

Other duties as assigned that are reasonably within the scope of the position classification including coverage of staff absences; completion of special projects completion of grant or temporary assignments; representation of the Unit Division or Department on task forces or committees; and completion of other supervisory-designated tasks

MINIMUM QUALIFICATIONS:
Experience Only:Six (6) years of experienceworking in a child support services program processing child support cases. Experience may include working in intake establishment modification enforcement legal and/or payment processing.
A combination of related education and/or relevant experience in working in a child support services program processing child support cases. Experience may include working in intake establishment modification enforcement legal and/or payment processing equal to six (6) years
Experience using the Automated Child Support Enforcement System (ACSES)
Experience using the Office of Child Support Services State User Portal
Experience processing intergovernmental child support cases and/or payments.
