The Work Unit:

The Air Pollution Control Division (APCD) at the Colorado Department of Public Health and Environment (CDPHE) is responsible for protecting and improving Colorados air quality and the publics health by implementing state and federal air quality laws and regulations. The division oversees monitoring permitting compliance enforcement policy development and stakeholder engagement initiatives aimed at reducing air pollution addressing environmental justice and mitigating climate impacts.

What you will be doing

APCDs Public Affairs and Policy Director oversees the legislative function of the Air Pollution Control Division reporting to and advising the Senior Director of Air Quality as the departments delegated Staff Authority. This is a strategic role that facilitates the passage of the departments air quality agenda by overseeing the divisions development of bill proposals; monitoring bills during session elevating concerns and engaging on positions or amendments; and assuring post-session activities are assigned and completed. The position is the key point of contact for the departments Legislative Affairs work unit and lobbying team assuring the division is responsive to legislative requests and that products produced for the executive director legislature and governors office are of high quality. The position provides strategic direction political insight and expert analysis to navigate complex and high-stakes political environments understanding the political landscape and shaping effective public policy by advising division and department leadership and the Governors Office. The position ensures that APCDs legislative work is internally aligned externally credible and strategically positioned to advance the divisions air quality and climate goals in partnership with the department and administration.

The Public Affairs and Policy Director is the delegated Staff Authority to oversee the Air Pollution Control Divisions (APCD) legislative function and serves as the primary legislative strategist and facilitator for the division. This position also:

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:

Nine (9) years of experience in public policy or public administration legislative affairs governmental affairs or governmental experience project management communications air quality management environmental policy/management or business


OR

Education and Experience:

A combination of related education and/or relevant experience in public policy or public administration legislative affairs governmental affairs or experience project management communications air quality management environmental policy or management business equal to nine (9) years


PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience:

  • Previous State Service related to the work assigned to the position
  • Previous experience researching analyzing and assessing pending legislation and recommending potential actions
  • Previous experience working with large volumes of information in a high-pressure setting
  • Previous experience translating and communicating complex topics in a variety of forums tailoring communications to effectively fit and influence the target audience
  • Politically savvy with a proven ability to work within a complex political environment and governmental system
  • Excellent negotiation and consensus building skills with proven track record of successful collaboration and engagement; ability to work collaboratively with key internal and external leaders partners community members and stakeholders
  • Previous experience creating verbal and written communication and public speaking
  • Demonstrated experience managing complex projects and working effectively under tight timeframes and deadlines
  • Strong persuasive skills proven ability to collaborate with internal and external stakeholders
  • Demonstrated strong and effective communication teamwork flexibility accountability and adaptability
  • Demonstrated strong emotional intelligence and embraces diversity and inclusion

CONDITIONS OF EMPLOYMENT
