Job Description

**This job is located in Flandreau SD**

SUMMARY: The Tribal Administrator is responsible for oversight of all tribal management including administration and program/project management. The Tribal Administrator provides support and guidance to all tribal programs and other contracted and/pr grant programs. This will also include preparing contracts for consultants supervising and assigning tasks to staff coordinating resources reviewing and revising documents conducting meetings monitoring fiscal requirements tracking work plan progress and preparing oral and written reports

ESSENTIAL DUTIES:

Coordinates assigned tribal department activities with the Tribal Chairman to develop and implement all initiatives directed by the Tribal Council and to regularly report on the status of department projects assignments and functions;
Schedules and conducts meetings with assigned department heads to evaluate program effectiveness and efficiencies to identify short and long-term goals and to ensure completion of program objectives;
Prepares and administers the annual tribal budget for assigned departments and approves all subsequent modifications to ensure the most effective use of financial and operational resources;
Reviews all proposed grant and contract requests before submission for funding and assists in the negotiation of services;
Advises and assists the Tribal Chairman and Tribal Council with organizational planning and community development;
Provides effective supervision training and development and feedback to assigned department heads;
Maintains fiscal accountability for all programs under the positions supervision and complies with all applicable federal and tribal laws regulations policies procedures and processes; and
Performs all job-related duties and functions as assigned or requested

MINIMUM QUALIFICATIONS:

Masters degree in Business or Public Administration with at least five (5) years as an administrator of equal level and responsibility as described above or a Bachelors degree with at least seven (7) years of progressively responsible experience in the management of multiple departments and functions related to the administration of programs policies procedures and budgets;
Knowledge of and experience in the administration of federal and/or tribal laws regulations and guidelines;
At least three (3) years of prior management experience involving the interviewing hiring training mentoring and evaluating of personnel;
Knowledge of government fund accounting procedures as evidenced by experience in the public sector or tribal government;
Ability to successfully communicate in English both verbally and in writing;
Moderate to advanced computer skills including Word E-mail Excel and PowerPoint;
Ability to work evenings and weekends at the request of the Chairman Tribal Council or in response to other relevant assignments; and
Ability to maintain the strictest level of confidentiality in all matters pertaining to the oversight and management of multiple departments and employees.

Please note: hiring preference will be provided to qualified members of the Flandreau Santee Sioux Tribe followed by members of other federally recognized tribes.
