Job Summary:

Position Summary:
The Administrator Office of Continuous Improvement (OCI) leads the OCI team and is responsible for training coaching and consulting on the Arizona Management System (AMS) and lean culture within ADOR. This role is responsible for partnering with the ADOR Senior Executive Leadership Team in the planning implementation evaluation and ensuring the sustainability of AMS and a lean culture. This position advises the agencys Senior Leadership Team and Executive Leadership Team on strategy behaviors and trainings required for continuous improvement and problem solving initiatives within and across agency divisions; works closely with the agencys leadership team to manage and monitor the agencys strategic & key operational initiatives and most complex projects; and is responsible to formally partner with operational leaders and teams to improve processes to better serve internal and external customers.

Supervision:
This position has three (3) direct reports in individual contributor positions.

This position is available for hybrid/remote work on a full-time basis within Arizona (including virtual office arrangements) with in office presence for key leadership and key initiativesmeetings.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Leadership (40%)
As a member of the Executive Leadership Team and in partnership with the Assistant Director POEF this role develops the strategic direction and implementation plan for the Office of Continuous Improvement to align with enterprise objectives and to drive organizational value.

Talent Management (20%)

Supervisory (10%)

  • Carries out supervisory responsibilities in accordance with ADORs core values agency policies applicable standard work and applicable laws.

Functional/Operational (25%)

Carries out the following duties personally and through subordinate staff

  • Nurtures strong relationships with the leadership to understand agency priorities and translate those priorities into projects/improvement efforts; and with key stakeholders across the enterprise to learn and share best practices
  • Supports and coaches formal leadership to develop metrics for strategic and operational efforts to include tracking reporting and presenting to a group of diverse stakeholders on high-impact/visibility initiatives
  • Trains coaches and develops the skills and abilities of formal leaders and teams in elements that support the States Lean Management System (problem-solving visual management metric development huddle boards Gemba visits etc.) enabling leaders to subsequently coach others.
  • Serve as a role model for LEAN/Servant leadership when facilitating and coaching problem-solving
  • Collects and integrates feedback from Leadership and the agencys team members for the business units operational and strategic initiatives
  • Strategizes and supports teams in obtaining collecting and leveraging data that leads to informed data-driven recommendations. Perform or support teams in statistical design analysis and reporting
  • Identifies needs for lean training materials and best practice documents tool kits for the agency; and initiates develops tailors maintains collaborates leads and promotes the materials with other Office of Continuous Improvement coaches
  • Develops updates maintains and administers current department policies and procedures

Knowledge Skills & Abilities (KSAs):

Education & Experience

  • Any combination that meets the knowledge skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university (e.g. B.S. M.A) training coursework and work experience relevant to the assignment.
  • Minimum of 8 years with lean tools and leading improvement efforts
  • Minimum of 5 years with continuous improvement facilitation (e.g. kaizen events team problem solving metric-based process mapping) & training experience required.
  • Minimum of 5 years of lean operations management experience in a supervisory/leadership role

Licenses & Certifications
None

Knowledge/Understanding

  • Exceptional understanding of lean tools (PDCA A3 process mapping root cause analysis kaizen events etc.)
  • Knowledge of lean leadership principles (teamwork mutual respect Gemba visits spirit of challenge etc.)
  • Understanding of emotional intelligence principles

Skills

  • Superb verbal written and listening communication skills
  • Strong public speaking and presentation skills with the ability to develop and deliver presentations to a variety of stakeholders
  • Excellent interpersonal skills and demeanor
  • Strong organization and time management skills with the ability to manage multiple projects simultaneously and work in high-pressure situations
  • Strong project management and sponsorship skills with the ability to lead direct the work of teams without formal supervisory authority
  • Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of Google Suite applications such as Gmail Sheets Docs and Drive and in the use of MS Office Applications such as Outlook Word Excel and PowerPoint

Abilities

  • Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety
  • Ability to effectively coach individuals and teams on lean concepts and principles
  • Ability to work with a high degree of autonomy
  • Ability to foster teamwork within the OCI team and between the OCI and agency leaders and business partners.
  • Ability to work in a confidential manner ensuring information is shared with internal and external individuals in an appropriate manner
  • Ability to work in accordance with the Arizona Management System (AMS)
  • Ability to build motivate engage develop/grow and retain a high-performing team
  • Ability to coach others to understand and solve problems by applying intermediate analytical & problem solving skills to include collecting all the relevant information and data needed to address the problem; organizing classifying and synthesizing the data into fundamental issues; from the information identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and identifying the options and solutions for addressing the problems analyzed.
  • Ability to travel 5% the time within the state of AZ

Additional Job Demands

  • In the course of performing the essential duties one must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.
  • In the course of performing the essential duties one must be able to stand for up to one (1) hour (i.e. when leading process mapping sessions kaizen events etc.).
  • No substantial exposure to adverse environmental conditions (such as in typical office or administrative work.)
Selective Preference(s):
  • Experience using Power BI or other business intelligence tools
  • Operational lean leadership role in a manufacturing finance healthcare or service industry
