What Youll Do

The Value Stream Organization (VSO) Specialist role is an exciting dynamic and fast-paced position which will allow you to spend considerable time within the Y-12 Production facilities interfacing with all levels (Floor level to Director) of the Capability Area (CA).

The VSO Specialist will work closely with CA leadership to identify opportunities and implement strategic continuous improvement initiatives as well as support the Tiered Escalation process. Improvement efforts may include safety security digital modernization mission delivery and quality of life. The VSO Specialist role requires significant interfacing with various Y-12 support organizations including ES&H Programs Engineering EP&C Quality and Security.

The VSO Specialist will be involved with mission critical initiatives that involve senior level engagement which will provide an array of exposure and experience. The VSO Specialist will be expected to create and deliver presentations to various levels of management including the Executive Leadership Team.

Responsibility:


Tiered Escalation

  • Integrates into CA tier meetings and takes actions when appropriate.
  • SME for the tiered escalation process and ensures proper communication throughout the CA.
  • Implements tactical improvements for maturity of the tiered escalation process.


Continuous Improvement

  • Serves as the focal point for improvement activities for assigned CA.
  • Actively participates in VSET activities and takes assigned actions.
  • Identifies opportunities within assigned area and works with teams to implement sustainable solutions.
  • Leads tactical digital modernization projects.
  • Facilitates maturation of 5S activities within the CA.
  • Develops tools for visualizing performance metrics in order to make data-driven decisions.
  • Helps establish consistency and alignment across CA for communication and improvement efforts.

Mission Delivery

  • Coordinates complex initiatives that may directly impact customer goals.
  • Serves as an Action Officer to mission critical/time sensitive issues.
  • Demonstrates leadership within their assigned CA and the ability to influence without authority.
  • Maintains a customer-focused mindset with real-time response to customer needs.
  • Works closely with Production Integration Managers in support of assigned CA.

Accountabilities:

  • To the VSO Specialist Manager and Mission Integration Director for the implementation of initiatives.
  • To the assigned CA Leadership (Directors PSMs and Supervisors) for managing the tools necessary to maintain efficient escalation within the CA and setting priorities for continuous improvement initiatives.
  • To the CA employees for the implementation of improvements removal of frustrations and improving productivity or quality of life.

Minimum Job Requirements

  • Bachelors degree: Minimum 4 years of relevant experience.
  • OR Masters degree: Minimum 3 years of relevant experience.
  • OR PhD: No experience.
  • Twelve (12) or more years of education and/or relevant experience was be considered to satisfy education and years-of experience requirements for this posting.

Preferred Job Requirements

  • Typical experience ranging from 7 to 10 years.
  • Must be able to coordinate complex projects and initiatives.
  • Must be able to effectively communicate across all Production and support organizations.
  • Must have experience working in a manufacturing/production environment.
  • Must be able to lead teams/groups without direct supervision.
  • 10 or more years in a nuclear or high hazard environment experience is strongly preferred.
  • Leadership and/or significant support roles in a nuclear facility.
  • Self-starting individual that can exercise sound judgement while dealing with competing priorities.
  • Strong project management skills from the development stage to full implementation.
  • Demonstrated ability to generate and provide high level briefings to internal and external customers.
  • Ability to work complex changes with an understanding of the ADKAR process.
  • Experience with data visualization software such as Tableau.
  • Extensive experience utilizing Lean methodology or Black Belt certification.

The minimum education and experience for the lowest career level in the job posting range are listed under Minimum Job Requirements. Successful candidates hired into a higher career level than the minimum in the range must meet the requirements listed in the job leveling charts for the career level into which they are being hired.

If a range of Career Levels is posted i.e. Senior Associate to Senior Specialist internal applicants already in one of the Career Levels would come across at their current Career Level. Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required candidate must complete a counterintelligence-scope polygraph pursuant to 10CFR 709. Medical requirements may apply.
