The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive community-informed data-driven high-quality and equitable early childhood system that supports the care education and well-being of all Colorados young children their families and early childhood professionals in all settings. CDEC provides access to collaborative coordinated quality early childhood programs and support to children families and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners including parents schools child care providers Early Childhood Councils counties Community Centered Boards early intervention service providers family resources centers county human services county public health businesses community organizations and other stakeholders to provide high-quality early childhood and family support programs.

The Division of Early Learning Licensing and Administration (DELLA) is the States lead agency in planning and implementing public child care addition the Division is responsible for the licensing and monitoring of child care facilities. DELLA ensures the health and safety of children in less-than-24-hour licensed (or license-exempt) early care and education environments by promulgating regulations for child care that ensure minimum standards for the health and safety of facilities. The Division accomplishes this through the annual inspection and monitoring of child care facilities consultation and coaching for early care and learning professionals and collaborating with early care and learning providers child care associations Early Childhood Councils local governments and county agencies advocates and other important stakeholders.

Description of Job

This position functions as a work lead. The work lead provides training and consistency on inspecting facilities and authorizes the issuance of licenses for ten types of childcare facilities licenses after compliance with eight sets of rules and regulations has been verified; investigates complaints concerning children in case of Stage II complaints and documents facts on licensees for possible adverse or legal action in order to assure the safety of children in out of home settings. The Work Leader provides direction interpretation and consultation to those in the business of providing childcare services in all aspects of the rules and regulations the licensing process and the laws governing child care. They possess knowledge of rules and regulations. Completes records and reports necessary to issue licenses and ensure facilities compliance with rules and regulations. The Work Lead maintains records and reports necessary to be used in supervision the assessment of caseload tracking and other data pertinent to office operations. They provide technical expertise to various boards and review panels such as the Colorado State Department of Social Services Appeal Panel Institutional Abuse Review Team local government zoning boards community stakeholder activities legislative activities and other agency boards. Completes special projects associated with licensing and quality initiatives.


Responsibilities in this position include but are not limited to:

  • Reviews and evaluates applications and supporting documents including but not limited to legal documents criminal records child abuse and neglect records as well as health fire building and zoning department reports.
  • Conducts inspections and interviews relevant parties to review and evaluate the facilitys programs through the analysis of documents such as policies and procedures behavior management and discipline staff qualifications medical administration floor plans and plans for educational community and recreational activities.
  • Observes and trains compliance specialist III to ensure reliability and consistency.
  • Analyzes the application and program to determine whether a licensing inspection can be conducted or if a corrected action plan is required prior to an on-site inspection.
  • Prioritizes personally organizes workload to complete inspections and paperwork to ensure assigned workload is completed in a satisfactory timely manner.
  • Prioritize and assign work monitor services and products to ensure quality timeliness and quantity meet standards and deadlines for deliverables to meet work plan objectives.
  • Implement methods procedures and processes to improve workflow and productivity.
  • Identifies which of the seven separate rule sets to apply to programs based on the programs operation policies and ages of children served.
  • Develop plans for training and development and provide training as needed.
  • Provides feedback and coaching monitor performance and contribute to each assigned employees annual performance plan and annual performance evaluation.
  • Regularly review criminal background investigation reports data entry and investigations narratives entered into licensing system to determine if compliance specialist IIIs and contract staff are fulfilling job requirements per Standard Operating Procedures.
  • Physically inspects the facility for health safety and program standards and interviewing administrative staff to determine qualifications and ability to provide childcare.
  • Supports licensing unit by ensuring all licensing inspections and investigations are completed in a timely manner.
  • Reviews report of inspection response forms and audits scanning system to ensure all required documents have been appropriately scanned into licensing systems.
  • Provides technical expertise to various boards and review panels such as Child and Adult Mistreatment Dispute Review Section Institutional Abuse Review Team local government zoning boards community stakeholder activities legislative activities Child Care Associations Child Care Resource and Referral Agencies Early Childhood Councils and other agency boards.
  • Completes special projects associated with licensing and quality initiatives on behalf of the Division of Early Learning Licensing and Administration.
  • Works closely with County Departments of Human Services and law enforcement agencies to determine when allegations of abuse and neglect rise to criminal charges or county findings and make decisions on appropriate legal actions.
  • Other duties as assigned.

Minimum Qualifications:

Education and Experience:
Graduation from a college or university with a bachelors degree in Human Services Sociology Psychology Social Work Childhood Development or closely related field. Experiencemust have included at least three (3)
years of professional experience in an occupational field related to the work assigned to the position which could include human or social services and early childhood programs.


Experience Only:
Seven (7) years of relevant experience in an occupational field related to the work assigned to the position which could include human or social services and early childhood programs.

Preferred Qualifications:
  • Prior state experience related to the duties of this position
  • Demonstrated knowledge of the Child Care Licensing Act child care licensing system rules and regulations policies and practices and child care licensing best practice standards.
  • Demonstrated experience researching analyzing and interpreting the law (State and Federal) constitutions statutes rules applicable case law the rules of Civil Procedure the Rules of Evidence and policy to advise management in developing sound legal strategies.
  • Ability to effectively engage people organizations and partners in developing goals.
  • Previous Supervisory experience.

CONDITIONS OF EMPLOYMENT
  • Travel as needed to cover caseloads and support child care licensing staff; while a drivers license is not required the candidate must be able to travel and have reliable transportation
