Work Unit

The Mobile Home Park Water Quality Unit (CAS-MHP) resides within the Drinking Water Compliance Assurance Section (DWCAS) and this position is based out of Departments Denver Office. The CAS-MHP unit is one of three units along with the Drinking Water Compliance & Enforcement Production Unit South (CAS-South) and the Drinking Water Compliance & Enforcement Production Unit North (CAS-North) in the DWCAS that exist to complete assigned compliance assurance compliance assistance formal enforcement activities and to respond to public water system (PWS) complaints as well as inquiries from the general public Environmental Protection Agency (EPA) media legislators and or other governmental agencies. The work is expected to be completed in accordance with DWCAS WQCD and CDPHE standards for work quality timeliness business processes and procedures. For its assigned water systems CAS-MHP is responsible for maintaining accurate and complete information in the database(s) of record establishing monitoring requirements providing compliance assistance reviewing and analyzing self-reported analytical data and other compliance information applying statutes regulations and policies to assess compliance notifying water systems of non-compliance entering and tracking violations in the database(s) of record conducting informal enforcement developing formal enforcement orders and tracking and following up on issued orders. The CAS MHP Unit is responsible for identifying and responding to situations that may potentially present a risk to public health that are outside the authority of Regulation 11 or Mobile Home Park Water Quality Act by providing recommended actions and requiring public notice if applicable. The CAS MHP Unit is responsible for reporting compliance information to the public EPA media legislators government agencies and department leaders when requested. The CAS MHP Unit is responsible for initiating and supporting continuous business process improvements and the development of new business processes related to newly published rules when applicable. The CAS MHP Unit is responsible for supporting and implementing both the Departments and the Divisions strategic goals and environmental justice and accessibility requirements as applicable.


About the position

This position functions as the work group lead for the CAS-MHP technical staff who perform non-field-based drinking water compliance and enforcement production work including managing drinking water inventory updates managing monitoring requirements reviewing compliance data issuing notices and violations (when applicable) managing assigned drinking water enforcement orders and responding to inquiries from the public EPA media legislators and other governmental agencies. The unit also provides compliance assurance support and assistance to water systems to help them understand their monitoring or public notice requirements corrective actions and/or return-to-compliance expectations for violations of the regulations or statute. This position is responsible for ensuring that work products of the technical staff meet production quantity quality and timeliness expectations as designated by the Sections unit managers. The position is also responsible for ensuring that work performed in the unit is consistent with staff and operating resource allocations in accordance with the Divisions and Sections strategic and staffing plans as well as other priorities based upon the Section work plan and public health and environmental issues.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

(Option 1)
Eight (8) years of experience with waterrelated regulatory compliance and/or enforcement work (including compliance oversight inspection permitting or water quality standards work) or operations and/or design of drinking water wastewater or industrial facilities.

(Option 2)
Graduation from an accredited college or university with a bachelors degree in Biology Chemistry Math Civil Engineering Chemical Engineering Environmental Engineering Environmental Science or other closely-related STEM degree

AND

Four (4) years of experience with water-related regulatory compliance and/or enforcement work (including compliance oversight inspection permitting or water quality standards work) or operations and/or design of drinking water wastewater or industrial facilities.


(Option 3)

An advanced degree in Biology Chemistry Civil Engineering Chemical Engineering Environmental Engineering Environmental Science or other closely-related STEM degree may substitute for the bachelors degree and two years of experience.

Travel requirements: Position will occasionally be required to travel overnight primarily within the state for meetings and site visits and may be required to operate a vehicle to access numerous locations during a site visit and that may be remote. Without the ability to drive it would be extremely difficult and potentially impossible for the position to participate in these meetings and site visits.
