The Work Unit:

The purpose of the work unit is to provide technical assistance to the Mobile Sources Section of the Air Pollution Control Division which supports the general public regulated businesses and the Colorado Department of Revenue in implementing Colorado Air Quality Commission regulations for gasoline and diesel motor vehicle inspection programs. The unit also conducts high-altitude mass emission testing of motor vehicles to collect in-use emissions data for air quality modeling develop and evaluate mobile source emissions reduction strategies and in partnership with the Environmental Protection Agency assess motor vehicle compliance with high-altitude emissions standards.

What you will be doing

This position oversees the implementation administration and continuous improvement of the Vehicle Repair Program established under Colorado SB25-321. This includes managing program operations coordinating with repair vendors ensuring compliance with state emissions and eligibility requirements overseeing budget and reporting activities and providing guidance to internal and external stakeholders. The position ensures the program meets its legislative intent of reducing emissions through effective vehicle repair interventions for qualifying participants.

In addition this position will help collect process and analyze vehicle emissions data to support the development evaluation and refinement of air quality models and emissions reduction strategies. The position will assist with conducting research on emissions from various vehicle types fuels and operating conditions including high-altitude performance. This includes preparing technical reports data summaries and recommendations for use by the Air Pollution Control Division the Colorado Air Quality Control Commission and federal partners such as the Environmental Protection Agency to ensure compliance with state and federal emissions standards and to inform policy and program decisions.

Job Duties:

Oversee the Vehicle Repair Program
Manage and oversee the statewide Vehicle Repair Program established under Colorado SB25-321 to reduce vehicle emissions and improve air quality. Responsibilities include administering program operations determining participant eligibility managing vendor relationships ensuring compliance with legislative and regulatory requirements monitoring performance outcomes and coordinating with internal and external stakeholders to achieve program goals.

Research & Program Design
Develop implement monitor and report on Colorado-specific research methodologies in support of evaluating the effectiveness of a diverse array of possible future vehicular emissions control strategies (to include gasoline and diesel emissions inspections roadside emissions clean screen roadside enforcement fleet inspections and fuel quality). Reporting on these efforts includes identification and prioritization of problems and verification that previously identified problems have been resolved. Devise and incorporate unique methods to support studies and to ensure mobile source inspection criteria remains consistent and accurate in identifying emissions of Carbon Monoxide Hydrocarbons Oxides of Nitrogen Carbon Dioxide Opacity Particulate matter and Greenhouse Gases. Gather analyze and present statistical data and interpret this data for technical reports to local state and federal entities. Make policy recommendations to these same entities and to mobile sources programs in other states upon request.

Economic Benefit & Cost Benefit Analyses
Assist with conducting economic impact analyses of proposed and existing air quality regulations programs and policies evaluating potential costs benefits and effects on regulated industries consumers and the public. Prepares reports and recommendations to assist decision-makers in balancing environmental goals with economic considerations.

Other Duties as Assigned
Attends meetings serves on task forces or teams completes projects and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:

Six (6) years of experience in program administration environmental regulation emissions testing/research economic analysis or related technical fields.


OR

Education and Experience:

A combination of related education in environmental science engineering public policy economics or a closely related field and/or relevant experience in Mobile Sources Emissions Testing programs equals to six (6) years.


PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience:

  • Previous State Service related to the work assigned to the position
  • Experience with contract monitoring compliance review and program oversight.
  • Masters degree in environmental science engineering public policy or related field.
  • Direct experience with vehicle emissions programs or air quality modeling.
  • Experience with economic or cost-benefit analysis.
