Bachelors Degree or Diploma in Urban Planning Civil Engineering Business Administration Public Administration or a related discipline
A minimum of five (5) years of progressively responsible experience in a leadership role directly supervising staff within a large complex and unionized organization
Assets:
Certification or coursework/training in public administration change management project management continuous improvement or other leadership training
Eligible for certification through APEGA or ASET
Skills required for success:
Proven experience in people leadership including recruitment coaching performance development management conflict resolution and the ability to delegate and empower others
Demonstrated knowledge in urban planning civil engineering and/or Land/Regulated Road Use management with expert skills in managing complex information and processes and the ability to stay abreast of emerging technologies and best practices
Strong project management skills including the ability to establish direct and motivate staff to deliver work timely coupled with experience leading change in internal teams business processes and with external collaborators
Excellent verbal and written communication skills including presentation and report writing with a demonstrated ability to build strong relationships work collaboratively and interact effectively with diverse groups of leaders colleagues staff citizens and external contractors

Conditions of employment & work environment:
Up to: 1 permanent full-time position
Hours of work: 36.9 hours per week Monday - Friday
Salary: $105668.31 - $132083.940 (Annually)
This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
This position is eligible for the EDO program (Earned Day Off)
Valid Alberta Class 5 drivers license (or provincial equivalent). Obtaining and maintaining a City Drivers permit is a requirement of this position. Must obtain business auto insurance for personal vehicle use on City business
Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position there may be a cost associated with this requirement

Talent Acquisition Consultant: AS/SB
Edmonton rests in the heart of Treaty Six territory in Alberta and the homelands of the Metis Nation.
The City of Edmonton seeks a dynamic Manager Regulated Road Use to manage the Citys Regulated Road Use area that provides equitable access and use of public streets sidewalks and alleyways. Reporting to the General Supervisor Planning and Permitting this position leads a diverse portfolio of permitting programs and 15 technical staff that provide permits licenses and agreements that authorize the use of public road right-of-way for construction and development businesses residents and internal City areas. This role also oversees programs that increase the vibrancy and liveability of Citys streets including the Patio Program on Public Spaces and On-Street Market Program.
In this integrated role you will lead a highly technical team and administrators while providing leadership for continual improvement and customer service. As well you will oversee policies and procedures and build strong interdepartmental relationships to ensure the legal compliance technical excellence financial sustainability and ongoing alignment to City Bylaws for the use of public roadway. What will you do
Develop and oversee programming for the Regulated Road Use team including managing License of Occupations agreements (ie: Right of Consent and Access Agreements etc) and traffic permits (ie: OSCAM permits moving permits ULA permits utility cut and restoration etc) for the use of public road right-of-way while ensuring legal compliance and maintaining a registry of agreements
Lead Regulated Road Use programs including the Patio Program on Public Spaces and On-Street Markets Program with businesses and Business Improvement Areas to increase vibrancy and liveability of City streets sidewalks and alleyways
Contribute to the continuous improvement of unit-level processes and practices while aligning to Section and Branch strategies processes and culture
Partner with internal and external collaborators to build relationships and ensure integrated program and service delivery for public road right-of-way use
Lead establish and exemplify the desired work group culture supporting City Cultural Commitments Leadership Principles and Corporate Promise
Manage a team of 15 staff including staff issues performance appraisals disciplinary actions and recruitment processes
Engage train and support staff to ensure they are competent and equipped for their roles while monitoring engagement and implementing development plans
Ensure compliance with OH&S ENVISO Procurement and all other City policies and procedures
Provide strategic input into section branch and department policies and business plans related to Regulated Road Use management
Develop strategies to minimize taxpayer impacts and maximize revenues from occupancy fees for public road right-of-way use
Act as an advanced technical expert and senior resource for road right-of-way management on complex high-risk and city-wide files
Support the General Supervisor and Director with timely issue notification and escalation providing proposed solutions
Ensure prudent and effective use of financial and human resources determining budget requirements monitoring costs and escalating issues as required
