Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly efficiently and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Office of Employee Services (OES) is responsible for the agencys human capital administration and workforce management which includes recruitment personnel civil service administration labor relations timekeeping payroll leaves of absence benefits and performance management administration and programs for employee learning engagement recognition professional development and agency-wide events.

OES also administers employee-related agencywide programs such as Conflicts of Interest Board (COIB) programs such as Financial Disclosure Secondary Employment & Moonlighting Waivers Residency Requirement Administration Remote Work Program Administration Federal Tax Information (FTI) background investigation requirements and COVID-related and Line of Duty Injury (LODI) policies and procedures. OES provides guidance and support to the agencys business units on a wide variety of employee and employment-related matters to ensure compliance with citywide and agencywide guidance and policies.

OES liaises and partners with the Department of Citywide Administrative Services (DCAS) Office of Labor Relations Office of Payroll Administration Conflicts of Interest Board Department of Investigation and other oversight agencies and to facilitate the agencys workforce management business needs.

Under the direction of the Time & Leave Supervisor the selected candidates responsibilities will include but are not limited to:

-Review and monitor weekly time records in the Citytime System.
-Review daily bi-weekly and monthly Payroll Management System (PMS) and Citytime reports to ensure that the information is accurate and complete.
-Respond to user and approver requests and make necessary changes in Citytime.
-Identify timekeeping actions that must be processed outside of Citytime and enter said actions into PMS.
-Provide timekeeping information and resolve timekeeping issues.
-Verify employees requests for credit of compensatory time.
-Maintain the filing system for active and inactive employees and perform other related timekeeping duties.
-Process leave requests and collect and maintain required documentation.
-Communicate with divisions and employees on day-to-day issues related to time and leave.
-Assess monitor and implement COVID-19 time and leave policies applicable to DOF employees.
-Coordinate with divisions and other OES units to monitor and ensure appropriate administration of time and leave policies including but not limited to COVID related tasks labor allocation special work schedules telework hours etc.
-Review and apply complex time sensitive updated time and leave regulations.
-Ensure confidentiality of sensitive employee records related to COVID leave of absence etc.
-Manage expanded work schedule and shift changes for Deputy Sheriffs.
-Monitor and maintain trackers and compliance data for return to office guidelines.

Qualifications :

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
