Job Description

We have an opening for a Knowledge Management (KM) Program Manager who will drive new efforts and expand existing capabilities to facilitate the capture and use of knowledge throughout the Strategic Deterrence (SD) directorate programs. The SD KM Program provide information and knowledge services support to the directorate including oversight on the digitization of legacy media research support Freedom of Information Act (FOIA) response application and technology use guidance oral history and offboarding and the creation and networking of large language model (LLM) powered semantic resources for use at LLNL. You will add tangible value to the programs utilizing KM methodologies while also partnering with the programs to understand their requirements. This position is in the Strategic Deterrence Directorate.

This position may offer a hybrid schedule which includes the flexibility to work from home one or more days per week after a probationary period. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

This position will be filled at either the SEL.4 or SEL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this role you will 

  • Lead the development and sustainment of a KM Program Plan providing programmatic leadership for activities required to meet programmatic KM goals including staffing procurement and strategic planning.
  • Design develop and execute a KM strategy in conjunction with SD programs SD Applications data governance working groups and senior leadership to meet SD requirements.
  • Collaborate with programs to define and implement individualized strategies for knowledge capture and use that are consistent across programs.
  • Document core LLNL knowledge processes and activities and lead various programs in similar activities.
  • Collaborate with institutional Records Management to prioritize the digitization of analog SD data and documents in accordance with SD priorities.
  • Provide programmatic oversight of SDs FOIA response program including coordinating program reviewers and reporting on FOIA request status.
  • Operate and expand the Oral History program and associated off-boarding tool kit to conduct critical knowledge capture sessions with off-boarding staff and LLNL retirees.
  • Provide strategic and technical direction as well as subject matter expertise for SDs information ecosystem including the development of guidance to assist SD employees in effectively sharing knowledge within the constraints of the environment.
  • Serve as a user advocate and decision maker for the DSPACE/DMS document repository and other LLNL applications that house SD knowledge.
  • Lead SD collaborations and represent LLNL in Knowledge Management across the NNSA complex and with the UK via JOWOG 46.
  • Communicate KM project objectives priorities and tool kits to SD employees as well as senior leadership.
  • Perform other duties as assigned.

In addition at the SEL.5 level

  • Serve as a subject matter expert on semantic layer technologies and the use of AI for achieving KM goals.
  • Collaboratively lead LLNL/SD efforts to build and govern semantic resources (institutional taxonomy and integrations) and coordinate cross-repository implementation plans with developers and other stakeholders.
  • Oversee cross-site information sharing and research assistance support ensuring that sensitive files are shared responsibly between LLNL and NNSA partners.

Qualifications :

  • Ability to maintain a U.S. DOE Q-level security which requires U.S. citizenship.
  • Masters degree in Computer Science Library and Information Science or related field with strong background serving a scientific discipline or the equivalent combination of education and related experience.
  • Significant experience implementing a knowledge management program for an R&D and/or scientific organization.
  • Significant collaborative skills with the ability to influence and enable change outside of ones own organization. 
  • Expertise in mastering new tools technology and techniques and in championing the effective use of those tools throughout an organization.
  • Ability to use independent judgment in making decisions based on aggregate information and the recommendations of others which significantly affect the ability of the organization to achieve its overall objectives and long-range goals.
  • Expert level written and verbal communication skills specifically the ability to explain and present ideas as well as to influence employees and all levels of management.
  • Significant experience with ontology management systems like Semaphore PoolParty or Protg.
  • Strong project management capabilities and familiarity with the Agile software development framework.

In addition at the SEL.5 level

  • Extensive project management experience with demonstrated knowledge of Agile software development framework.
  • Expert level experience implementing a knowledge management program for an R&D and/or scientific organization.
