Job Description

Job Overview

Performs supervisory and professional planning work to provide coordinated guidance and regulation of the growth and development of the Town. An employee in this class performs supervisory and technical planning work to provide coordinated guidance and regulation of the growth and development of the Town and its Extraterritorial Jurisdiction. Work involves supervision of Planning Department staff working in current planning efforts including zoning subdivision and site plan review process overseeing plan review for infrastructure and for compliance with the Towns ordinances and plans; developing and coordinating special plans related to growth development and redevelopment of the Town; assisting citizens and developers with various issues; conducting studies of planning issues; providing staff assistance to Town Council and various advisory boards; and managing the department in the absence of the Director Work involves providing technical guidance to department staff and considerable public contact often in sensitive or emotional issues requiring judgement firmness and tact. The role also includes developing a favorable relationship between the Town and the community. Work is supervised by the Planning Director and is evaluated through conferences review of work results obtained and overall acceptance of the programs by the Towns citizens.

Essential Duties and Tasks

  • Provides leadership and direction in preparing comprehensive plans reports and studies.
  • Oversees collection analysis and presentation of technical data and planning recommendations in public participation processes.
  • Supervises and participates in reviews of Site Plans Preliminary Subdivision Plat and Construction Plans from submittal through review and recommendation of changes in order to assure compliance with Town standards and ordinances; supervises and participates in communication with applicant preparing agenda items presentation to Planning Board and communication with applicants on approval documentation and official documentation.
  • Reviews annexation petitions and related annexation maps for compliance to NC General Statues requirements prepares vicinity map for Town Board of Commissioners agenda and update Towns GIS Town Limits shapefile when petition is approved for current Town Limits.
  • Oversees and supervises departmental staff as to official street address assignments re-assignments for new and existing development updating of the Towns GIS Street address points shapefile in a timely matter as to changes due to new development.
  • Oversee and supervises staff doing the importing of parcel data from GIS data sources to Towns enterprise software called New World System LOGOS used for Town operations to maintain standard processing avoid errors duplications and inconsistent information or data between the two systems.
  • Prepares and works work with other staff on requested Code Text Amendments ensure compliance to federal and state laws and court decision and follow proper process for consideration and adoption.
  • Serves as the liaison and support staff for the Planning Board oversee agenda and material are prepared and presented for board consideration followed by action as per Town Code of Ordinances and Planning Boards By-Laws.
  • Coordinates and facilitates meetings with developers property owners professional staff hired by developers or property owners along with Towns department staff.
  • Oversees and supervises planning staff in use of various department computer software usage implementation and procedures for overall department operations.
  • Interprets and administers application of the Town Code of Ordinances in areas of planning and regulation of development (subject to the Planning Directors interpretations) with other planning staff and general public.
  • Supervise the Planning Department in the absence of the Planning Director.
  • Attends meetings with other outside agencies and public and private organizations as well as conferences seminars workshops as a Town Representative as directed by Planning Director or Town Manager.
  • Coordinates and oversees the work of consultants or special projects as directed by the Planning Director.
  • Performs related duties as required.

Knowledge Skills and Abilities

  • Thorough knowledge of local state and federal laws regulations zoning land use and other ordinances and codes.
  • Thorough knowledge of the principles and practices of community and economic development and public sector planning.
  • Thorough knowledge of governmental laws programs and services pertinent to the community and economic development and planning processes.
  • Thorough knowledge of the environmental and socio-economic implications of the planning process.
  • Thorough knowledge of modern and effective land use and development planning principles and practices.
  • Considerable skill in the collection analysis and presentation of technical data and planning recommendations and ability to coordinate public participation processes.
  • Considerable knowledge of the application of information technology to the work of the department.
  • Skilled in collaborative conflict resolution.
  • Ability to make presentations clearly and effectively to the public Planning Board Board of Commissioners and other agencies on a regular basis.
  • Ability to establish and maintain effective working relationships with community groups federal state regional and Town officials and the general public.
  • Ability to plan organize and coordinate large projects involving various interest groups and complete the project within established time frames.
  • Ability to prepare comprehensive reports and studies.
  • Ability to express ideas effectively in oral and written forms and make effective public presentations.
  • Ability to provide leadership to committees and staff facilitate meetings build consensus and work collaboratively with developers town officials and the community regarding development.

Requirements

Physical Requirements

  • Must be able to perform the basic physical life operational functions of reaching crouching standing walking fingering grasping talking hearing and repetitive motions.
  • Must be able to perform light work exerting up to 20 pounds of force occasionally and/or 10 pounds of force frequently and/or a negligible amount of force constantly to lift carry push pull or otherwise move objects.
  • Must possess visual acuity to examine and work with maps operate a computer inspect sites regarding planning issues and do extensive reading.
Education and Experience
  • Graduation from a college or university with a bachelors degree in planning or related field and extensive professional experience in public sector planning; or an equivalent combination of education and experience.
Special Requirement
  • Possession and maintenance of AICP certification preferred.
