Description of Job

The Division of Disease Control and Public Health Response (DCPHR) is the departments lead surveillance planning and response arm for public events including communicable disease outbreaks and epidemics pandemics bioterrorism and other public health and mass casualty events and disasters. The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Health Equity Branch Communicable Disease Branch; Immunization Branch. Electronic and Disease Reporting; Newcomer Health Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for monitor detect diagnose investigate and nimbly respond to all types of conditions events and disasters that impact the publics health.

The Unit:
DCPHRs new Mobile Public Health Clinic Program (MPHCP) combines aspects of two successful programs - mobile vaccine buses and pop-up clinics - leveraged during Colorados COVID-19 and mpox responses and builds this into our routine disease control infrastructure. MPHCP is responsible for bridging gaps in access to disease control and public health services statewide with an emphasis on serving Black Indigenous and People of Color (BIPOC) low-income people uninsured people and underserved communities such as those in rural areas of the state or with high social vulnerability. On a day-to-day basis vaccine clinics for routine COVID-19 flu and mpox vaccines are our core service offering. Other disease control services that can be provided include the administration of immune globulin (IG) during outbreaks for post-exposure protection to people who cant be vaccinated (e.g. hepatitis A and measles) and testing services (e.g. respiratory viruses mpox food and waterborne illnesses tuberculosis vaccinepreventable diseases etc.) during outbreaks of disease exposure incidents. During times of emergency MPHCP can quickly deploy temporary clinics in places that are most convenient and accessible for the population we are trying to the future we plan to partner with other public health programs to potentially offer non-disease control services.

About the Position:
This position requires significant travel to different regions of the State of Colorado serving underserved populations and bringing public health resources and disease mitigation through vaccinations testing and other disease control services. This position requires high levels of engagement with underserved communities direct patient interaction with these populations and managing personal health information. This position also requires a high level of administrative and organizational skills to bring all aspects of the services being offered together.

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Five (5) years of experience in public health Communicable Disease Control Communicable Disease Surveillance and Communicable Disease Epidemiologyor other experience closely related to the work assigned to the position.


Education and Experience:
A combination of related education in public health orCommunicable Disease Control Communicable Disease Surveillance Communicable Disease Epidemiology or closely-related science and/or experience in public health Communicable Disease Control Communicable Disease Surveillance and Communicable Disease Epidemiologyor closely related field equal to Five (5) years.

CONDITIONS OF EMPLOYMENT
Must be willing to:
  • A pre-employment background check

  • Travel for vaccination testing or other public health clinics that occur across the state that may take place over multiple days evenings and weekends.
  • Be expected to work and/or remain at their worksite in delayed start early release or closure situations.
  • Be available in the event of an emergency (e.g. bio-terrorist attack chemical attack disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time travel restrictions may be in place.
  • Be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location. During this time travel restrictions may be in place.
  • Vaccinations for MMR HEP B Polio Seasonal Flu Tdap
  • Effective September 20 2021 this position will require documented proof of full COVID-19 vaccination. New employees will be required to provide attestation to their status with proof of vaccination within three (3) business days of hire.

Preferred Qualifications
  • Spanish Speaking
  • Relevant state of Colorado work experience.
  • Ability to form and maintain positive relationships with a diverse group of stakeholders
  • Cultural sensitivity and the ability to build rapport with diverse individuals in multicultural settings.
  • Experience conducting case interviews and medical records
  • Experience in Communicable Disease Surveillance and Outbreak Response.
  • Experience working at and/or with local public health agencies
  • Specialized experience working with invasive or vaccine preventable diseases
  • Experience with public health and local public health agencies.

Appeal Rights:
