Job Description

Our Requirement:

Title: Staff Officer (Capability Coordination) NATO 2030

Grade: 15

Duty Location: Brunssum The Netherlands

Requirement filling date: as soon as possible

Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan prepare and conduct operations to support NATOs core tasks at the Joint Operational level as directed by SACEUR.

The Support Directorate is responsible for planning directing monitoring assessing and coordinating Support staff functions.

The Joint Engineer Division is responsible to Commander JFCBS for all Military Engineering (MILENG) aspects and has coordinating and technical authority over resources on operations.

The Engineer Plans Branch is responsible for managing and overseeing theatre financial planning and resourcing within assigned Area of Responsibility (AOR).

The Resource Management Program Office (REM PO) is the structure within the Organization which monitors and coordinates the resource management in JFCBS.

The incumbent within the REM PO assists the NATO 2030 Coordinator and the Staff Officer (Infra Engineer/Joint Requirements Review Board (JRRB) Secretary/NSIP) in the activities of non-infrastructure related to NATO Security Investment Programme (NSIP) and connected Military Budget (MB) Common Funded requirements. Considering that NATO 2030 is expected to significantly increase the Military Budget the NSIP funding and the Workforce requirements the incumbent will support the management consolidation coordination and review of all related NATO 2030 operational requirement Analysis Development Capability.

The incumbent will work within the parameters of the NATO Security Investment Programme and Allied Command Operations Directives and in accordance with NATO resource management policy under REM PO.

The main duties of Staff Officer (Capability Coordination) are to:

Develop and maintain a sound understanding of NATO Security Investment Programme funding mechanisms.

Assist the NATO 2030 Coordinator in close coordination with Staff Officer Infra Engineer JRRB Secretary/NSIP with regards to non-infrastructure activities related to NATO Security Investment Programme (NSIP) and connected Military Budget (MB) non infrastructure Common Funded requirements; this includes maintaining NSIP documentation up to date including standard operating procedures (SOPs) standard operating instructions (SOIs) manuals dedicated databases periodical reports web-page contents; act as alternate secretary of the Resource Coordination Working Group (RCWG) and Resource Coordination Board (RCB) and Joint Requirements Review Board meeting as required.

Liaise with Supreme Headquarters Allied Powers Europe (SHAPE) counterparts in order to ensure that relevant non-infrastructure related information is properly reported in Project Implementation Tracking Tool (PITT) and other applicable Information Management systems.

Support JFCBS Staff and notably JENG INFRA Section for the identification definition and development of non infrastructure related operational requirements throughout the life cycle including change management.

Enable the staffing and coordination across the Headquarters of administration products of non-infrastructure related NSIP procedures including Urgent Requirements (UR) Crisis Response Operations Urgent Requirements (CUR) Minor Works (MW) Capability Programme Plans (CPP).

Prepare and deliver required non-infrastructure related NSIP documentation and scrutinize the contents of products to be submitted by JFCBS to ensure coherence and compliance with current policies and instructions.

Assess the implications of non-infrastructure related requests for Urgent Requirements Crisis Response Operations Urgent Requirements Minor Works on ongoing or planned Capability Programme Plans including Military Budget and Workforce implications in order to support a coherent and integrated resource analysis.

Enable the harmonization of benefits through common funded projects within the JFCBS framework (operations and missions operational plans strategic goals or initiatives) and ensure risk management within JFCBS policies and procedures.

Monitor and report on the status of all assigned common funded projects and report on required actions.

Present and advocate NSIP requirements at ACO meetings and conferences and at NATO Working Groups.

Liaise with other HQ Divisions and staff officers for the internal screening and coordination of CPs and AOM requirements and for the correct application of the Bi-SC NSIP procedures and directives.

The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Required Qualifications are:

English good NATO Standard Language Proficiency 3333

(Listening Speaking Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

University Degree or equivalent in the field of Information Systems Economics Business Administration Operations Research Project Management or related field/discipline.

Minimum 3 years professional experience with resource planning and management.

Professional experience in end-to-end project management.

Experience in automated data processing project configuration management and use of relevant information management software.

Desirable Qualifications are:

Experience of planning and management of NATO resources.

Completion of for this position relevant courses/training.

The successfully selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant is required to determine if the recommended candidate is fit to perform the duties and be deployable to NATOs Areas of Operation.

This requirement is in support of the NATO 2030 agenda.

The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable.

For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations guidance (MCMfor NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract with the exception of the case when they have more than 10 years of service in which case they will receive an indefinite duration contract.
