Business and Licensing Division
The Business and Licensingdivision provides to members of the public all business and licensing services of the Secretary of States office.Through its organization and executionthedivisionaligns with the Departments mission andits key goals:LEAN-based processimprovement; continued expansion of eLearning data and analysis tools and consultative services and deliveryof innovative technology products.
OST Work Unit
The Operations Support Team (OST) functions as an internal consulting group for the Business and Licensing Division (the Division). The primary goals of the OST are toidentifyand address short-term problems that are hindering the operational efficiency and effectiveness of the Division and to implement long-term efforts to bring about significant positive change in the operations of the Division.
The Junior Business Analyst will:
work in the OST unit.
acquireskills necessary to become a fully functional Business Analyst.
engage with operational and management staff of the Business and Licensing Division addressing issues related to the operations workflows and processes of the Division.
work with OST members and Division Subject Matter Experts (SMEs) to gain experience in mapping business processes as they currently exist and learn toidentifyissues and opportunities for process improvement and generate a desired state process map.
train to elicit and document project requirements.
learn to use requirements when working with project team members to generate test cases and review technical designs that are generated with appropriate Department technical resources.
work to achieve outcomes in these duties through standard business analysis tools techniques and best practices.
learn project coordination functions andassistin creating projectscopewith stakeholders and building project plans based on the scope budgets timelines resources and other key variables (defined by project).
assistwith facilitation of project meetings and other associated activities.
assistin coordinating the tasks deliverables milestones and outcomes on behalf of the project/product owner.
communicate with Division staff and managers toidentifyneeds evaluate alternative business solutions inclusive of changemanagementand change adoption strategies and initiatives.
learn how to analyze the Divisions system requirements (functional and non-functional) business processes and practices related to the Divisions operations.
learn to analyze performance trends and how toidentifyopportunities forimprovementsacross programs within the Division.
train in supporting User Acceptance Testing (UAT)
provide on-going support to the other OST unit members in their responsibilities to Business and Licensing Division staff and management.
learn accessibility best practices and industry standards to support the Divisions creation and remediation of digital products to be accessibility compliant.
maintain confidentiality of all confidential and personal identifying information personnel information and any other confidential or proprietary information as well ascomply withall State and Department policiesregardingprofessional conduct and professional practices.

OPTION 1Experience
Four (4) years of professional experience in an office environment including involvement in process improvement providing customer service and tracking the progress of initiatives or projects to completion.

Completing the Application
Applications will be reviewed by a Human Resources Specialist to determine if you meet the minimum qualifications for the position. Your application should specifically address your specialized experience work products accomplishments etc. as they relate to the position duties and minimum and preferred qualifications.
If it is determined that you meet the minimum qualifications your application may also be used as part of the comparative analysis process to identify a top group for further consideration. The comparative analysis may consist of application reviews answers to supplemental questions review of submitted work samples phone screens structured interviews and any other method determined to be valuable in identifying the right candidate.
Appeal Rights:

As an applicant directly affected by the results of the selection or comparative analysis process you may file a written appeal with the State Personnel Director.
Review of the completed signed and submitted appeal will be timely on the basis of written material submitted by you using the official appeal form signed by you or your representative. This form must be completed and delivered to the State Personnel Board by email atwithin ten (10) calendar days from your receipt of notice or acknowledgement of the Departments action.

Equal Pay for Equal Work
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience education certifications and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
