SENIOR MAINTENANCE WORKER (SERVICE PLUMBER)

DIVISION OVERVIEW
The Housing Operations Division (HOD) manages 3229 public and affordable housing units located at 68 sites serving more than 6500 residents. HOD generates and utilizes the resources of the LACDA to provide quality affordable housing and expand opportunities to improve the quality of life in housing developments through the involvement of employees residents and community partners. HOD also implements and administers various funds for the improvement and modernization of the public housing developments and utilizes various grants to provide needs-based services to public housing residents including at-risk youth and their families.

POSITION OVERVIEW

The Senior Maintenance Worker (Service Plumber) performs the most complex/skilled work and provides lead direction or oversight to unskilled and semi-skilled maintenance staff. This position also involves maintaining repairing and installing plumbing systems.


ESSENTIAL JOB DUTIES



Essential Knowledge and Abilities

Knowledge of:
  • Principles practices methods equipment materials and tools used in maintenance and repair of Authority buildings and facilities.
  • Operation maintenance and calibration of a wide variety of equipment hand shop and power tools used in performing assigned work.
  • Principles of providing functional direction and training.
  • Troubleshooting and repair estimation principles and practices.
  • Occupational hazards and safety equipment and practices related to the work.
  • Principles and procedures of basic record-keeping and reporting.
  • Safe driving rules and practices.
  • The structure and content of the English language to effectively perform the work.
  • Applicable federal state and local laws codes regulations and ordinances as well as industry standards and best practices relevant to the assigned area of responsibility.
  • Techniques for providing a high level of customer service by effectively dealing with the public vendors contractors and Authority staff.
  • The structure and content of the English language including the meaning and spelling of words rules of composition and grammar.
  • Modern equipment and communication tools used for business functions and program project and task coordination including computers and software programs relevant to work performed.

Ability to:
  • Perform advanced journey level work in one or more building maintenance and construction trades such as carpentry electrical heavy equipment mechanical HVAC painting and related trades.
  • Identify building maintenance needs and take corrective actions.
  • Plan organize and coordinate the work of assigned staff.
  • Effectively provide staff leadership and work direction.
  • Prepare estimates for assigned projects maintenance needs labor materials and resources.
  • Perform duties in a manner to maximize public safety.
  • Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner.
  • Safely and effectively use and operate hand tools mechanical equipment power tools and light to medium equipment required for the work.
  • Maintain tools and equipment in a clean working condition providing for proper security.
  • Maintain accurate logs records and basic written records of work performed.
  • Make accurate arithmetic calculations.
  • Understand and follow oral and written instructions and department policies and procedures related to assigned duties.
  • Understand interpret and apply all pertinent laws codes regulations policies and procedures and standards relevant to work performed.
  • Use tact initiative prudence and independent judgment within general policy and procedural guidelines.
  • Independently organize work set priorities meet critical deadlines and follow-up on assignments.

  • Effectively use computer systems software applications relevant to work performed and modern business equipment to perform a variety of work tasks.

PHYSICAL DEMANDS
Must possess mobility to work in the field; strength stamina and mobility to perform medium to heavy physical work; to sit stand and walk on level uneven or slippery surfaces; frequently reach twist turn kneel bend stoop squat crouch grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders to operate varied hand and power tools and equipment and to operate a motor vehicle and visit various Authority sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards which may include working on live electrical wires. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift carry push and pull materials and objects averaging a weight of 50 pounds or heavier weights in all cases with the use of proper equipment and/or assistance from other staff.

ENVIRONMENTAL CONDITIONS
Employees work in the field and are exposed to loud noise levels cold and hot temperatures inclement weather conditions road hazards vibration chemicals mechanical and/or electrical hazards hazardous physical substances insects vermin and fumes dust and air contaminants. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.

QUALIFICATIONS


  • Equivalent to completion of twelfth (12th) grade supplemented by specialized training or coursework in building maintenance grounds maintenance trades and/or construction.
  • Three (3) years of increasingly responsible experience performing semi-skilled and skilled facilities maintenance construction and repair work equivalent to that of the Maintenance Worker with the Los Angeles County Development Authority.

Licenses and Certifications:

  • Possession of a valid California Drivers License to be maintained throughout employment or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Possession of or ability to obtain a Backflow certification.

  • Experience maintaining repairing and installing plumbing systems
  • Possess a valid Plumbing License issued by the County of Los Angeles or other municipality.
