Position Summary
We are looking for a Project & Country HSE Specialist to join our Team in Rotterdam.
The Project & Country HSE Specialist is responsible for ensuring the effective implementation of Health Safety and Environment (HSE) policies and practices across both project sites and country-level operations. This hybrid role combines hands-on project execution support with strategic oversight of national HSE compliance culture and performance. The role requires collaboration with project teams business units and external stakeholders to foster a world-class safety culture and ensure regulatory compliance.
Key Responsibilities
Project-Level Responsibilities
Act as the HSE focal point during all phases of project execution including site preparation installation and commissioning
Review project scopes tenders HSE plans and subcontractor qualifications
Conduct site visits and audits to evaluate HSE effectiveness and close execution gaps
Lead incident investigations and root-cause analysis ensuring corrective actions are implemented
Support development of Activity-Based Risk Assessment ABRA
Maintain HSE records and present progress reports
Coordinate ISO 14001 ISO 45001 Safety Culture Certification audit programs
Provide HSE training and support to project teams
Country-Level Responsibilities
Ensure national compliance with HSE regulations and fiduciary duties
Lead the development and implementation of HSE policies and practices
Represent the company in HSE matters with authorities clients and external auditors.
Drive behavioral change and continuous improvement through training and performance programs
Facilitate risk management processes and escalate emerging risks
Monitor and report on key performance indicators (LTIFR TRIFR incident closure rates)
Ensure emergency response plans are in place and tailored to business location.
Qualifications
Education
Bachelors degree in HSE or related field
Postgraduate studies in HSE/OHS (Hogere Veiligheidskunde niveau 1 (HVK))
Experience
Minimum 8 years of professional HSE experience (project role)
Experience in construction and electrical safety including high-voltage environments
Certifications
Professional safety certification (e.g. VCA ) preferred
Skills & Competencies
Strong leadership communication and influencing skills
Knowledge of local and international HSE regulations
Change management and mentoring capabilities
High comfort level with digital tools and management systems
Creativity innovation and goal orientation
Fluent in English and Dutch (spoken and written)
