This position is located in the Executive Directors Office of the Colorado Department of Natural Resources. The work unit exists to guide and supervise the activities of the eight Divisions within DNR in the development preservation and enhancement of Colorados natural resources for the benefit and enjoyment of its citizens both now and in the future.


This position is in the Human Resources Office (HRO) in the Executive Directors Office (EDO) of the Colorado Department of Natural Resources (DNR). The Human Resources Office provides professional and technical human resources services for the Department and its seven divisions. The Department includes approximately 1500 full-time employees and 1000 temporary employees. The HRO functions include employee hiring job evaluation pay benefits Americans with Disabilities Act As Amended (ADAAA) employee wellness and safety leave training performance evaluations employee relations labor relations risk management contracts records management and consultation.

Description of Job


The Department of Natural Resources (DNR) is pleased to offer an entry-level opportunity for a committed and enthusiastic individual who would like to gain marketable skills in the promising profession of Human Resources (HR) and in the field of Natural Resources. This position provides opportunities to grow in the field of HR and to develop an understanding of the vision of DNR and the important missions of its Divisions which include the areas of: avalanche information and education: water conservation; water resources; parks and wildlife; oil and gas; mining and safety; and state trust lands.

While performing the duties of the assignment the employee in this position will gain experience using HR information systems and databases for hiring/separating employees and other HR actions; responding to requests for information; managing confidential employee files both electronic and paper; andperforming clerical tasks such as answering employee phone calls and emails completing forms and filing.

Additionally the person in this position will have the exciting opportunity to gain an understanding of the mission and business of the Department of Natural Resources by meeting DNR employees and leaders; and attending meetings and other functions to learn about the challenges and trends in the management and preservation of Colorados natural resources.

This position will be delivering quality human resources services in the Department of Natural Resources and its divisions. Performs professional and technical human resources work required to select employees allocate positions implement personnel rules share information advice on human resources issues support transactional requests and to participate in the development/modification of departmental human resources plans and programs.

Duties include but are not limited to:
Technical HR processing:
  • Apply laws rules policies and procedures in order to accurately process personnel actions for assigned agencies.
  • Processing actions includes but is not limited to evaluating transactional information to ensure adherence to laws rules policies and procedures updating tracking logs troubleshooting and resolving system errors verifying supporting documentation/information applying rules policies and procedures to make pay or leave calculations entering actions in the States employee/payroll system distributing paperwork as needed to other individuals and creating and/or maintaining employee files.
  • Actions are processed within established timeframes and often require inquiries with supervisors employees and/or other Human Resource Professionals. Create temporary and permanent employee personnel files.
  • Continually ensure that I-9s are properly processed and timely filed and destroyed within established Federal Law timeframes and in accordance with HRO procedure. Coordinate actions with the Accounting Payroll section.
Role Development:
  • This position within a timeframe set by the HR Director will develop knowledge associated with ADA Benefits Leaves Employee Relations Compensation Workers Compensation Learning/Development and Policy guidance.
  • Follows and adheres to timelines for apprenticeship development. Expectation is to be at HR Specialist III level by the end of the program.
  • Timeline to support Apprenticeship development with goal to reach Human Resource Specialist III development and technical skills by the end of year 2 of program.
Other Duties Assigned:
  • Position manages and administers various special projects with sound business practices as assigned by the Human Resources Director.
  • This includes conducting extensive and specialized research and/or studies; compiling and reporting data; working closely with HR staff on the development and implementation of new systems processes and procedures; and making recommendations to the HR Director section and management through the department.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications:
Three years of work experience performing technical office support or administrative support activities for Human Resources or any other closely related professional field.

Substitution:
A bachelors degree from an accredited college university or non-correspondence school course work in Human Resource Management Human Resources Business Administration Business or any other field of discipline related to the work assignment will substitute for the required experience.

Preferred Qualifications:
  • Current or former State of Colorado experience relevant to this position
  • Data entry experience
  • Experience using databases
  • Experience running reports
  • Experience with office administrative or Human Resources support activities
  • Experience using Google suite in a work setting
  • Strong written and oral communication skills
  • Superior attention to detail
  • Self starter with the ability to act independently and with limited supervision

The current work arrangement for this position is as follows:

Hybrid schedule - working from a home office in combination withoccasional in person work at 1313 Sherman Street - Denver CO 80203 offsite meetings or as directed by the supervisor.


**Note: This position will convert to a regular position and will be eligible for a competency based salary increase after the successful completion of a 12 month training plan.
