Your new role

Southend City Council are looking to appoint a full time permanent Highways Enforcement Officer.

As the Highway Enforcement Officer you will support the Highway and Coastal management team in ensuring the delivery of a highways enforcement service ensuring compliance with the statutory provisions set out within legislation such as the Highways Act 1980 Traffic Management Act 2004 and The Anti-Social Behaviour Crime and Policing Act 2014.

Key responsibilities include engaging and advising residents as well as businesses within the city and following up with notices and fixed penalty notices where compliance has not been achieved through informal enforcement methods. This will include areas such as damage to the highway vehicles illegally crossing the highway obstructions unlicensed materials or structures etc.

What youll need to succeed

To be successful in this position you will require experience in a highways environment or a similar front-line role. Have knowledge of the relevant legislative frameworks and working knowledge of Police and Criminal Evidence Act (PACE).

Have experience of working with the public and in confrontational situations which is key to the role. Good communication skills is essential along with evidence gathering and case file management skills to pursue cases to court.

This is predominantly a site based role and therefore the ability to drive around the city is a necessary requirement.
