Job Description

The role is responsible for establishing and discharging the Project Control System activities across the Qatar In-Service Typhoon Availability Service Operation at Dukhan Airbase Qatar as CAM133. This involves all project control activities to ensure a robust baseline is monitored and spend is appropriately captured on a regular basis.


Provide analysis & challenge critical review guidance & recommendations to line management. Establish apply and improve Project Control best practice procedures methods and systems ensuring their appropriate application.


Gather synthesize & integrate information relating to performance (cost resources and outputs) monitor and report progress against plans identify trends analyse and interpret data and information to ensure all data and information is accurate generate and publish regular reports including contract review packs to senior managers across a range of work packages.


The role will also responsible for Resource Management activities associated with the Qatar Typhoon Availability Service from a cost / CSR aspect.


The role will also be required to support and conduct any ad-hoc PM activities required due to the nature of Operations at Dukhan Airbase.


Project Control:

  • Establish mobilise and support line management to own and manage the Qatar Dukhan CSR for the Availability Service Period of Performance
  • Provide analysis & challenge critical review guidance & recommendations to line management relating to the interpretation and analysis of project control data such that line management are fully briefed and up to date with current status of project or service;
  • Establish apply and improve Project Control procedures methods and systems ensuring their appropriate application;
  • Ensure compliance with the Operational Framework utilising appropriate toolsets relevant Project Management policies and all project management tools and techniques e.g. Life cycle management risk registers change control project control etc.;
  • Analyse and interpret project management information across a range of work packages to identify trends and variances generate variance reports & recommendations and communicate to senior management as appropriate;
  • Interpret costs and budgets to ensure accurate allocation of costs report variances and trends in line with project control conventions;
  • Provide regular detailed spend reporting to line management to ensure control of costs
  • Maintain and update change control risk registers databases and all other toolsets such that these processes are accurate and up to date;
  • Support the integration of project control information from the PM team to ensure consistency and alignment across the programme
  • Maintain Project Control data within toolsets such as PM Compass Predict! and the BCR database ensuring that data is topical at all times.
  • All other ad-hoc project control activities associated with Dukhan.

Resource Management:

  • Provide support to the Business Management Lead for control of the Resource management aspects of the Typhoon Availability Service by interpreting costs and budgets to ensure accurate allocation of costs report variances and trends in line with the V&V Estimating Resource model;
  • Provide analysis & challenge critical review guidance & recommendations to line management relating to the interpretation and analysis of resource costs associated with Third Party Resource providers and internal BAE Systems roles.
  • Provide TM1 and IBP forecast demands
  • Ensure compliance with the Operational Framework and cross-Functional demands for resource trend data and requirements.

Provide In-Service Project Management and Contract support (as required):

  • Provide Operational Project Management support to progress BAE Systems contractual obligations and to supporting functions on base (IT Human Resources Business Support Team)
  • Coordinate and collate status reports for senior Contractual Operational reviews for line management review;

Additional responsibilities / Activities:

  • Ensure compliance with the mandated BAE Systems Governance Framework including but not limited to; Life Cycle Management (LCM) Business Continuity Management (BCM) Incident Management (IM) Gifts & Hospitality (G&H) Responsible Document Record Management (RDRM) Export Control SHE et al.
  • This role will also be required to support and conduct any ad-hoc PM activities required due to the nature of Operations at Dukhan Airbase.





Requirements

Qualifications/Functional Knowledge:




Functional Knowledge & Experience:

  • Experienced and in-depth Project Control knowledge and techniques in an Operational Aircraft Support environment is preferred;
  • Experienced resource demand management and forecasting;
  • High level of MS Office knowledge and application;
  • Programme Reporting experience;
  • Understanding and appreciation of operating in a customer-focused organisation in the Middle East;
  • Commercial and Contractual Awareness;
  • Purchasing Process and Export control awareness;
  • Contract Status Reporting (CSRs).

Business Expertise:

  • Requires good analytical skills able to manipulate data to identify trends and data shortages. At this level is able to assess if data is complete and accurate.
  • Requires the ability to appropriately engage with and challenge a wide range of stakeholders on project performance & data validity
  • Understands and is able to use and interpret all project management tools sets.
  • Requires a good understanding of the structure of costs and performance for the service area or project is able to monitor progress using BAES systems and methods of control and reporting
  • Capable of performing detailed performance analysis using a range of PM toolsets and techniques
  • Recommended experience of using the following systems:
- Predict!
- PM Compass
- JIRA
- Confluence / Tableau
- BCR Database

Qualifications:

  • Roles typically require a university degree or an extensive amount of practical knowledge gained through experience;
  • Proficient level of English written & verbal.

  • High competency in data analysis & critical thinking
  • Ability to challenge and engage at all levels of the business
  • Able to perform at both a tactical and strategic level in order to report information appropriately in all settings
  • Ability to work under pressure and to timescales;
  • Ability to recognise and escalate issues in a timely manner;

  • Diplomacy skills required in order to work across business boundaries to achieve optimum solutions;
  • Exceptional verbal communication skills across different nationalities;
  • Presentation skills for effective reporting against areas of responsibility;
  • Strong stakeholder management at various levels of authority both internally and externally and confidence to direct challenge/question all levels of the organisation;
  • Time Management skills to effectively discharge work across different areas;
  • Confidence to hold/chair meetings & working groups for associated areas of work;
  • A self-starter.
