This is an entry-level Air Quality Division (AQD) Compliance Engineer I. This position will perform high-level complex technical tasks related to air quality compliance assurance within four western Wyoming counties. Will inspect and evaluate a wide range of industrial facilities processes and emission control equipment with respect to State and Federal regulatory requirements. Will work with industry personnel regarding the design construction and operation of facilities to ensure regulatory compliance. Will write detailed reports based on evaluations. Will respond to and seek resolution of complaints in a timely and professional manner.
This position is not eligible for telework due to the requirements to conduct in-person inspections at industrial facilities and respond to public concerns or complaints.

Confers with industry personnel to ensure goals are achieved and requirements are met.
Assists with formal and informal personnel training in the use of software and monitoring equipment.
Provides technical assistance and inspects and monitors projects for quality and cost control.
Performs feasibility analysis to ensure effective solutions.
Assists with selecting and overseeing consultants and engineering firms assigned or contracted on projects.
Maintains documentation on projects.
Provides oversight and evaluation of engineering projects related to air quality and controls.
Reviews technical submissions permits reports inspections and monitoring data.
Applies professional judgment engineering knowledge and accepted engineering practices to evaluate industrial processes.
Conducts independent fieldwork and inspections.
Evaluates compliance reviews by facility staff contract employees and/or consultants.
Reviews progress and inspects corrective actions; manages multiple complex projects for corrective actions or reclamation.
Observe and analyze source sampling procedures used by facilities; provide necessary corrective action to ensure compliance with established test methods and procedures; use engineering principles and knowledge to evaluate results.
Develops and provides written reports memos and comments.
Works with the Attorney Generals Office and/or the AQD Stationary Source Compliance Program to provide support materials and/or technical expertise in legal actions or enforcement actions taken by the State of Wyoming DEQ or AQD as needed.
Analyzes and responds to public comments observations and complaints regarding emissions sources or facilities.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
Preference may be given to those with applicable experience in air pollution controls or industry processes related to air quality. Preference may be given to those who are at least an Engineer In Training (EIT).
**Must possess a valid drivers license.
KNOWLEDGE:
Knowledge of technical writing skills and techniques.
Knowledge of principles theories concepts and practices of engineering.
Knowledge of application and interpretation of contract requirements specifications plans procedures policies and standards.
Knowledge of scientific methods necessary to solve problems.
Knowledge of underlying principles reasons or facts associated with information or data to make conclusions.
MINIMUM QUALIFICATIONS:
Education:
Bachelors Degree (in Engineering)
Experience:
0-2 years of progressive work experience (in Engineering)
Certificates Licenses Registrations:
Some agencies may require a certificate of registration from the Board of Engineering.

PHYSICAL WORKING CONDITIONS:
Travel is required.
Ability to drive vehicles in all types of weather throughout the calendar year.
Ability to work outside in various weather conditions.
Ability to climb ladders and/or navigate catwalks and other other potentially challenging terrain.
