Hybrid 1 - 4 days in office per week.This is subject to change due to the BHAs business needs.

The position provides guidance on the contracting procedure that provides direction for the contracts team. This position makes decisions in the development negotiation and execution of contracts purchase orders interagency agreements and all other encumbrance types. This position is the first escalation point for contract interpretation and/or contract dispute concerns.

Minimum Qualifications
Experience Only:
Eight (8) years of relevant experience in the Public Sector with legal and regulatory knowledge stakeholder engagement and financial acumen relevant to the work assigned to this position as outlined below:
OR
Education and Experience:A combination of related education (see below) and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.
A Bachelors Degree in a relevant field such as:
Business Administration
Public Administration
Finance or Accounting
Business Law or Legal Studies
Political Science
Preferred Education:A Masters Degree in a relevant field such as Business Administration (MBA) or Public Administration.
Preferred Qualifications
Ethical Integrity: A high sense of personal and professional ethics
Communication Skills: Exceptional written and verbal communication skills are necessary for negotiating drafting complex documents and interacting with executive leadership staff and the public.
Analytical Skills: The ability to analyze data and make data-driven decisions.
Judgment and Initiative: The capacity to use sound judgment and initiative in resolving highly complex and sensitive issues.
Project Management: Strong organizational and project management skills to handle multiple complex projects simultaneously.
Knowledge of current budgetary conditions:State and Federal conditions necessary to develop contractual solutions
Strategic Planning: The ability to provide strategic direction for the procurement function align it with the agencys mission and implement new technologies or process improvements.
