About The Work Unit:
Environmental Commissions and Enterprise Boards sit in the Departments Administration Division. Staff working in this area oversee the administration of Type 1 commissions including the Air Quality Control Commission and Water Quality Control Commission other boards and commissions such as the Solid and Hazardous Waste Commission and several enterprise boards including the Air Quality Clean Fleet and Circular Economies enterprise boards. These boards and commissions are established in state statute and support a variety of high-priority environmental initiatives.
What You Will Be Doing:
The purpose of this position is to serve as the Administrator of the Water Quality Control Commission (WQCC) overseeing all aspects of the Commissions work. This includes facilitating governor appointments to the commission coordinating a complex schedule of commission hearings providing technical and policy support to the commissioners ensuring effective stakeholder engagement and being responsible for running successful meetings hearings and other public processes. The position will assure that all commission actions are made in accordance with state and federal law and the Administrative Procedures Act. The position works closely with the departments Water Quality Control Division and while the Administrator does not set policy they need to understand the Division and Departments water quality policy objectives and be able to speak with Commissioners and others about those objectives elevating controversies or concerns of stakeholders or commissioners. The position also works closely with the Attorney Generals Office facilitating legal advice to the Commission as necessary and when requested.

MINIMUM QUALIFICATIONS:
Ten (10) years of relevant experience in public policy or public administration governmental affairs environmental policy/management or water quality management two (2) of which must have included experience with public or business administration establishing goals and objectives as well as developing and managing a budget to achieve program goals and objectives
OR
A combination of related education in business public administration law engineering or physical natural or environmental science or a closely related degree ideally related to water quality and/or relevant experience in public policy or public administration governmental affairs environmental policy/management or water quality management equal to ten (10) years two (2) of which must have included experience with public or business administration establishing goals and objectives as well as developing and managing a budget to achieve program goals and objectives

Preferred Qualifications:
In addition to the minimum requirements the successful candidate in this position will have the following highly desirable experience and competencies:
Experience working with governmental boards and commissions which includes work developing regulation and policy specifically related to water quality.
Experience clearly explaining verbally and in writing water quality related regulations and policies their potential impacts and recommendations to diverse audiences including colleagues stakeholders and the public.
Experience building and maintaining strong relationships with colleagues cross-functional teams other regulatory agencies and stakeholders.
Experience effectively managing multiple projects coordinating activities managing records setting timelines and ensuring adherence to deadlines
Ability to build and share a vision of the direction of a program and to engage and motivate others toward a common goal
Knowledge and ability to apply logic and common-sense in solving problems and dealing with a variety of variables where limited standardization exists
Ability to present ideas accurately effectively and concisely both verbally and in writing.
