TheCity of Oxnards Housing Departmentis seeking aGrants and Compliance Services Managerto lead oversee and perform work activities within the Grants Management and Rent Stabilization Divisions.


The Grants Management Division is responsible for administering the City of Oxnards Community Development Block Grant (CDBG) HOME Investment Partnership Grant (HOME) and Emergency Solutions Grant (ESG) Programs. More information regarding the Grants Division can be found at Rent Stabilization Division is responsible for implementing the City of Oxnards Rent Stabilization and Just Cause Tenant Protection Ordinances. More information on the ordinances can be found at ideal candidate will possess strong technical interpersonal and management skills. Understanding this position requires a unique blend of responsibilities. Applicants with a broad range of relevant experience or specialized experience in one of the areas of responsibility are encouraged to apply.


WHAT YOULL DO:

  • Administer the Citys HUD Grant Programs in accordance with federal regulations. Key functions include but are not limited to the following; develop and submit required planning documents manage and/or design HUD-funded projects or programs prepare and submit reports and funding reimbursements;

  • Administer the Citys Rent Stabilization and Just Cause Tenant Protection Ordinances. Key functions include but are not limited to the following; conduct community outreach manage consultant tasks monitor legislation and applicable laws that impact the ordinances make policy recommendations authorize the issuance of citations and process hearings regarding violations of the ordinances or fair rate of return petitions;

  • Prepare complex reports; receive sort and summarize material for preparation of reports; and make presentations;

  • Consult and work with other City departments regarding complex interdepartmental projects and programs;

  • Select direct assign train and evaluate professional and administrative support personnel;

  • Direct manage and coordinate consultant tasks and review deliverables;

  • Develop and administer division budgets monitor expenditures and participate in the development of annual budgets; and

  • Perform other related duties as assigned.

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Administrative Services Administrator/Supervisor in that it serves as a second level supervisor over multiple units and/or functions providing oversight of daily operations and directing work flow.


SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Incumbents oversee the conduct of performance evaluations training and hiring discipline and termination procedures as well as directly supervise management professional paraprofessional and support staff as assigned. Receives general direction and exercises direct and indirect supervision over assigned staff.


WORK SCHEDULE:

The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

UNION MEMBERSHIP:Positions in this classification are represented by theOxnard Mid-Managers Association (OMMA).


NOTE:For most positions the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work. Regular and reliable attendance effective communication skills and development of effective working relationships are requirements of all positions.


Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.


This position requires a 12 month probationary period.


Pursuant to California Government Code Section 3100 all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them.
