Description of Job

The Liquor Enforcement Divisions missionis to promote public safety support economic growth and ensure the responsible sale and consumption of liquor and tobacco products through he fair transparent and consistent administration of Colorados liquor tobacco and nicotine laws.

A day in the life of an Analyst IV
As an Analyst IV you will be providing advanced research data analysis and policy support for the Division. Your day will include reviewing and updating policies and procedures analyzing complex licensing and enforcement data preparing statistical and financial reports supporting legislative and rulemaking projects and maintaining accuracy in online services and public-facing resources. The Analyst IV will also collaborate with internal staff external stakeholders and partner agencies to ensure compliance improve processes and enhance customer service

Primary Job Duties
Performing Analysis and Statistical Reports

Program Support Resources and Training
  • Review update and evaluate organizational policies procedures and technical guidance materials.
  • Improve and maintain online resources forms and applications to ensure accuracy ADA compliance and legislative alignment.
  • Develop and deliver training for staff and external stakeholders on new and existing systems policies and processes.

  • Represent the Division in software-related workgroups; advocate for system and reporting needs.

  • Manage system configurations user accounts templates letters and license/permit type updates.

  • Reconcile daily revenue and payment reports with SBGs accounting team ensuring proper allocation and resolution of discrepancies.

  • Serve as licensing liaison for CORA requests; gather and release documentation in accordance with policy.

Legislative and Rulemaking Projects and Research
  • Conduct research and cost-driven analysis on legislative proposals and regulatory updates.
  • Collect data from stakeholders attorneys regulators and other states for comparison and impact evaluation.
  • Contribute to fiscal note preparation and policy recommendations by providing accurate timely analysis.

  • Assess the potential impact of legislative or regulatory changes on Division programs and operations.

  • Assist with developing implementation plans for legislative updates including defining goals delegating tasks and establishing communication strategies.

  • Support Division leadership by providing input on best practices for legislative adoption and stakeholder communication.

MINIMUM QUALIFICATIONS:

Experience Only:
Seven (7) years of professional experience in a full-time role within a regulatory policy compliance or investigative environment directly related to the work assigned to this position.
  • Experience must include data analysis policy or procedure evaluation report preparation and program or project support in a regulatory or governmental setting.

OR


Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.

  • A bachelors degree from an accredited institution in public administration business statistics criminal justice political science data analytics or a closely related field may substitute for up to four (4) years of the required experience.

  • Professional experience must demonstrate competency in regulatory compliance data analysis reporting or policy-related work.

Appropriate education may substitute for experience on a year-for-year basis but professional experience in regulatory compliance or policy analysis must still be clearly demonstrated .

Preferred Qualifications:
  • The ideal candidate will possess the following skills:
  • Experience with liquor and/or tobacco regulatory compliance licensing or enforcement.
  • Strong proficiency in data analysis tools and reporting systems.
  • Experience preparing and interpreting fiscal notes or policy impact assessments.
  • Background in developing and delivering training technical guidance or process improvements.
  • Knowledge of legislative or rulemaking processes within a regulatory environment.
  • Demonstrated ability to reconcile financial or revenue reports with accuracy.
  • Strong written and verbal communication skills including the ability to present complex data clearly to diverse audiences.
Conditions of Employment:
  • Must possess and maintain a valid Colorado drivers license (at the time of application.)
  • Must be able to pass a background check.
  • Candidate may be required to pass a Pre-Employment Drug Screen.
  • Travel is required as needed.

Conditions of Employment with theCDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.

As a condition of employment with the CDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.

Pursuant to theUniversal Driving Standards Policy any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
