Description of Job

Hybrid 1 - 4 days in officeper week as needed. This is subject to change due to the BHAs needs.

To effectively launch this new Behavioral Health Administrative Services Organization intermediary system this position is required to assist various BHA departments in monitoring compliance with numerous policies and procedures to ensure adequate service provision consistent programmatic monitoring and fiscal and contractual compliance while simultaneously completing all responsibilities related to closing out the FY 25 ASO contract.

This position conducts monitoring regarding the delivery of services and supports purchased for Coloradans. It uses this expertise to provide technical assistance to BHASOs providers and stakeholders and to perform contract monitoring. This position monitors treatment and recovery services delivered in the BHASO Network and executes on systems and policies in pursuance of statewide behavioral health reform. This position monitors outcomes of multiple treatment theories policies programs and evaluation studies and is required to stay informed about developments in the field at the national state and local levels to improve and provide data to support technical assistance in evidence-based practices for service delivery as well as fidelity to evidence-based models. This position will be familiar with subject matter experts in behavioral health services that exist in other BHA Divisions such as the Adult and Childrens Behavioral Health Continuum Divisions as well as the Quality and Standards Division and will draw on these experts in support of the BHASO regional contracts.

The Behavioral Health Administrations BHASO Division relies on the findings and data generated by this positions monitoring activities to inform decisions regarding State and Federal funding program development and policy.

Duties:
BHASO Governance & Contract Compliance Processes and Monitoring

The position supports BHASO leadership in executing on the BHASO governance program and conducting monitoring activities to verify that the BHASOs and BHASO Network are performing per the terms of their contracts and delivering efficient high-quality services to people in Colorado. This position must be familiar with all other BHA Divisions that play a role in supporting the safety net system and how they interact with the BHASOs.
  • This position applies policies and procedures set out in the BHASO Governance program to monitor the BHASOs activities and outcomes per the terms of the contract.
  • This position provides technical assistance and training to BHASO and BHA staff regarding how policies and procedures are applied and what is required to satisfy them.
  • This position evaluates BHASO contract deliverables such as the Network Adequacy Report against established rubrics.
  • This position supports the Network Administrator in creating and maintaining the yearly BHASO Contract Reference Spreadsheet ensuring all links remain active and information is current per the direction of the Network Administrator. This requires working with program managers fiscal staff accounting legislative team and others to ensure accuracy of programs within the BHASO contract.
  • Follow up on deliverables and monitoring activities in the Statements of Work for all programs embedded in the BHASO contract to ensure content is in alignment with legislation and funding requirements. This requires critical thinking to apply guidance regarding appropriations spending authority for state and federal dollars and acceptable accounting practices as well as collaboration with program managers contracts personnel BHA leadership and BHASO staff.
  • Review of financial reporting following the Desk Audit procedure to ensure alignment with Statements of Work payment methodologies and applicable appropriations. Additionally each invoice needs to be reviewed in a timely manner to determine the accuracy of charges and submitted to the BHA accountant for processing.
  • Assist the Network Administrator in maintaining the deliverables tracker for all articles of work embedded in the BHASO contract for each assigned region.
  • Complete work as assigned by the Network Administrator or BHASO Administrative Manager to support this oversight.
Monitoring Meetings and BHASO Communications
  • Collaborates with BHASO partners and BHA staff to compile agendas for monitoring meetings.
  • Coordinates development of slide decks for monitoring meetings and external presentations.
  • Meets with BHA Divisions and teams involved in programmatic statement of work development and programmatic monitoring to facilitate program implementation.
  • Collaboration with appropriate internal and external stakeholders such as the Technology and Data Team or BHA Program staff to obtain data and materials for internal and external reports and meetings.
  • Compile and package various types of data to present relevant information for internal and external reports and meetings. This may require researching legislation fiscal notes budgets deliverables and work plans.
  • Complete work as assigned by the Network Administrator or BHASO Administrative Manager to support this oversight.
BHASO Financial Monitoring
  • Receive financial documents such as invoices monthly statements and desk audits from BHASOs performing work in the community.
  • Review financial documents for content to confirm that invoiced services are covered by the contract review budgets to confirm that vendors have money available in the category for which they have billed.
  • Assist in the execution of budget modifications when required.

  • Apply internal BHASO financial policies to evaluate whether financial reports submitted by BHASOs are allowable reasonable and allocable. and seek approval from appropriate program managers.
  • Communicate and work in tandem with the fiscal and contracting teams to ensure timely reconciliation and reporting occur.
  • Complete work as assigned by the Network Administrator or BHASO Administrative Manager to support this oversight.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position: Contract Management/Compliance Program Management/Administration (Behavioral Health/Healthcare Financial Monitoring/Auditing (Contract/Grant-based) Business Operations/Analysis and/or Public Administration/Policy (Health Services)

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation (see above) related to the work assigned equal to six (6) years.

Preferred Qualifications
  • Demonstrated experience in contract monitoring compliance and financial oversight within a government or public sector environment.

  • Proficiency in analyzing complex financial documents budgets and invoices with an understanding of appropriations and acceptable accounting practices.

  • Strong project or program management skills with experience facilitating implementation and coordinating across multiple internal and external stakeholders.

  • Experience providing technical assistance and training related to contract terms policies and procedures.

  • Ability to apply critical thinking and analytical skills to evaluate data identify issues and propose solutions related to contract performance and financial alignment.

  • Excellent communication and interpersonal skills with experience collaborating with diverse groups including leadership program managers fiscal staff and external partners.

  • Familiarity with behavioral health services safety net systems or state governmental structures (e.g. BHA CDHS) and relevant legislation.
