The City of Oxnards Public Works Department is seeking a Utilities Technical Services Manager!The ideal candidate will have strong analytical and leadership skills be well-versed inutility storm water operations and regulatory complianceand possess solid communication skills. As this position interacts with a variety of internal and external stakeholders exceptional interpersonal skills are of the utmost importance. The successful candidate will have a proven work history of growth the ability to effectively implement projects and interact with staff professionally and positively.


WHAT YOULL DO:
  • Assists in the administrative activities operations and services of the Source Control program includingStorm Water regulations and CUPA program.

  • Coordinates staff efforts of code enforcing environmental laws and regulations as they relate to theoperations and practices of regulated business.

  • Educates the business community on environmental regulations permits commercial/industrial facilities;conducts workshops for business and industrial users.

  • Writes warning notices notices of violation administrative orders compliance schedules and conductsadministrative hearings.

  • Coordinates activities with regional state and federal agencies.

  • Provides technical assistance to existing and prospective businesses; assists in educating local businesscommunity on regulatory matters.

  • Participates in the development of the Technical Services program budget; participates in the forecast ofnecessary funds for staffing materials and supplies; discusses and resolves budget issues withappropriate staff; implements adjustments as necessary.

  • Serves as a resource for the Technical Services program; coordinates activities with other divisionsprograms and organizations; provides information and resources to City officials programs and otherorganizations as is appropriate.

  • Attends and participates in organizational and community meetings as necessary; stays current on issuesrelative to the field of environmental programs and laws; responds to and resolves community andorganizational inquiries and complaints.

  • Prepares and presents staff reports and other necessary documents or correspondence to appropriateboards groups and/or committees.


DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Utilities Technical Services Analyst Senior in that itoversees a major operational program or function and serves as a second level supervisor.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Incumbents supervise professional paraprofessional and support staff including conducting performance evaluations coordinating training and implementing hiring and discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline organizational policy or procedure or in consideration of risk management. This position reports directly to the Wastewater Division Manager.

WORK SCHEDULE:

The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

Essential Functions

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Supervises staff including conducting performance evaluations coordinating training and implementing hiring and discipline and termination procedures.

  • Plans coordinates and supervises assigned maintenance and operations programs and functions; monitors processes to ensure the achievement of work quality standards and adherence with operational and safety policies and procedures.

  • Reviews and evaluates programs processes and operating performance; recommends develops and implements program enhancements and procedures to maximize quality and effectiveness.

  • Investigates analyzes and resolves operational issues; responds to inquiries and complaints; interprets and explains policies and procedures; plans and implements adjustments improvements and solutions.

  • Monitors and administers maintenance and service contracts; evaluates proposals; assists in negotiating contracts and vendor/contractor selection; reviews scope of work for projects and monitors progress and quality as specified within contracts.

  • Provides support in preparing and monitoring assigned budget; manages expenditures and inventory in accordance with operating budget.

  • Performs other duties of a similar nature and level as assigned.

Minimum Qualifications

The following are the minimumqualifications necessary for entry into the classification:

EDUCATION:

  • Bachelors degree from an accredited college/university in Environmental ScienceBusiness Administration Public Administration or other closely related field.

EXPERIENCE:

  • Five (5) years of directly related environmental program management experience.
  • Two (2) years of supervisory experience.

LICENSING/CERTIFICATIONS:

  • Valid California Class C Drivers License with a satisfactory driving record
  • California Water Environment Association Grade 4 Environmental Compliance Inspector (ECI) certification is highly desirable.

OTHER REQUIREMENTS:

Must be able to effectively communicate in English both orally and in writing

UNION MEMBERSHIP:Positions in this classification are represented by theOxnard Mid-Managers Association (OMMA).

NOTE:For most positions the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance effective communication skills and development of effective working relationships are requirements of all positions.

Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.
