Role Profile for the Project Management Discipline

The Project Management discipline spans Functional Roles that provide principles methods tools and techniques for effectively managing work as defined in a Statement of Work or Project Definition. Individuals in this discipline are required to estimate a work effort develop project plans monitor progress against a plan adjust resources and deliver a quality product. They balance client expectations against RSMs contractual delivery obligations and manage resulting budget scope and schedule issues. As a Team Leader progresses through the ranks to a Senior Program Manager the projects along the way become more complex and therefore more challenging to manage. They may have a larger budget a longer duration or a higher degree of risk due to technical implications or the contract features requested by the client.

Senior Project Manager

As a Senior Project Manager you are responsible for planning tasks assigning resources to the tasks and monitoring and tracking progress against your plan. The projects you manage are typically larger ($2M to $5M) in size and complexity consisting of up to up to 40 resources (PM07). You may be responsible for multiple teams each managed by a team or project this situation you are also expected to mentor and guide your team and project leaders as they prepare their plans and resolve project issues. Senior Project Managers report to the to the program manager (if part of an integrated program) or the client sponsor and RSM engagement leader if managing a standalone project.

In this role you are expected to keep both the client and RSM engagement leadership informed of the progress of the effort. Your objective is to deliver the project within the specified budget scope and schedule. Senior Project Managers are also responsible for helping business organizations toward achieving the intended business results.

Competencies for a Senior Project Manager will vary in mix and balance based on the opportunities presented by each project assignment. We expect that some of the competency examples listed below will be carried out independently while others will require guidance and review by RSM Engagement Leadership.

UMPF Methodology

  • Apply UPMF methods as appropriate for the project. Educate and provide UPMF methodology consulting to RSM Team members
  • Apply best practice Project Management Methods in estimating managing systems development and project management tools such as Smartsheet. Use phases activities and tasks as a basis for developing estimates and team plans
  • Demonstrate an understanding of the Delivery Methods being used by the RSM Capability Teams - approach phases concepts and techniques. Become familiar with the required activities work products and deliverables for the business process organization data application and technology dimensions.

Project Management Competencies

  • Provide estimates for medium to large project engagements. Review estimates performed by team members to ensure they are realistic and complete.
  • Manage the delivery of all activities work products and deliverables against plan.
    • Budget Scope and Schedule
    • Risks Actions Issues Decisions (RAID logs) and Changes
  • Track actual hours worked and calculate estimates-to-complete to determine variances in plan. Manages variances through assignment adjustments issue risk and/or change control. Controls scope through formal change control procedures.
  • Approves team expenditures within assigned guidelines.
  • Review Statements of Work (SOW) for projects ensuring that each is realistic and clearly represented.
  • Implement organizational project structures and governance models for communications and decision making. Manage project communications including status reporting and steering committees in defined weekly and monthly cycles per UPMF. Implement metrics and EVM to quantify status report updates.
  • Assists in monitoring and redefining project objectives to respond to changes in the business environment. Provides information to support proposed changes. Controls scope through formal change control procedures.
  • Assembles project teams selects and negotiates with subcontractors assigns individual responsibilities identifies appropriate project resources and provides guidance and direction to project team members.
  • Include Organizational Change Management (OCM) as needed to enable change
  • Oversees and is responsible for the accuracy of client invoices and subcontractor invoice verification.

Leadership and Consulting Competencies:

  • Understand your clients business products markets competitors industry drivers financials
    • Do research such as obtaining a Digital Dossier reports or similar from the National Data Team. Discuss with EALs ELs RLs
  • Directs and motivates the project team on assigned tasks and establishes an effective climate for achieving positive working relations with other stakeholders (e.g. customers subcontractors and RSM management).
  • Effectively and regularly communicate project expectations to RSM consultants and clients in a timely and clear fashion.
  • Identify and resolve issues and conflicts within the project team and serve as an escalation point to team members facilitating prompt and appropriate responses to project issues and risks.
  • Facilitate gathering of business requirements through a variety of techniques (e.g. workshops work sessions and interviews)
  • Help to identify the business areas in greatest need of change using client needs best practices and competitor performance measures
  • Works with RSM engagement leadership and/or program manager as a key point of contact with the client and is responsible for communication inside and outside the project. Understands goals and requirements and manages expectations and dependencies.
  • Interacts with client management under the guidance/direction of the RSM engagement leader or program manager (if part of an integrated program) in discussions relating to the formal acceptance of deliverables.
  • Understands both RSMs and the clients business context and how the project impacts both. Maintains an awareness of changing business needs and external influences and recognizes their potential impact on project goals.
  • Become familiar with the clients products services finances and strategies and with the business forces acting on the enterprise (e.g. customers suppliers competitors regulators and stockholders)
  • Your expertise qualifies you to participate in reviews of associated work products and deliverables.

Delivery Assurance:

  • Communicate delivery assurance policies procedures and principles to team members and ensure compliance
  • Prepare and submit monthly delivery assurance reports
  • Schedule and conduct delivery assurance reviews with the assigned Delivery assurance Coach and RSM engagement leaders
